Abstract

Permasalahan yang dihadapi dalam pemenuhan kebutuhan gula nasional saat ini antara lain adalah permasalahan on-farm dan off-farm yang membutuhkan kesadaran masing-masing stakeholder industri gula. Stakeholder utama dalam industri gula adalah petani tebu dan pabrik gula yang dalam penelitian ini adalah PG. Djatiroto. Semakin banyak stakeholder, maka proses bisnis di dalamnya akan semakin kompleks. Oleh karenanya, dibutuhkan pengelolaan risiko supply chain untuk koordinasi dan mengelola aktivitas dari masing-masing aktivitas bisnis supaya tujuan utama berupa peningkatan produktivitas gula bisa tercapai. Identifikasi risiko dengan metode Delphi diperoleh sebanyak 49 potensi risiko dimana terbagi menjadi 19 risk event dan 30 risk agent. Dengan metode HOR 1 multistakeholder diperoleh lima risk agent prioritas untuk dilakukan preventive action yang tepat. Dari 5 risk agent prioritas, terdapat 11 preventive action. Setelah dilakukan perhitungan dengan metode HOR 2 multistakeholder untuk mengetahui nilai effectiveness to difficulty ratio (ETD) masing-masing stakeholder, bisa diketahui stakeholder mana yang bertanggungjawab untuk melaksanakan preventive action (PA) yang terpilih. untuk stakeholder PG. Djatiroto, preventive action yang menjadi tanggung jawabnya adalah (PA6) Penataan Tebang Muat Angkut (TMA), (PA2) yaitu preventive maintenance mesin produksi secara berkala, (PA3) penggantian mesin yang sudah tidak reliable, (PA1) penambahan mesin produksi, (PA9) membuat sumur bor. Sedangkan untuk stakeholder petani tebu, yang menjadi tanggung jawabnya adalah (PA10) yaitu kontrol lahan secara rutin saat kemarau panjang. Untuk (PA7) kontrol rendemen tebu secara periodik, (PA8) kontrol pelaksanaan teknis budidaya tebu, (PA5) melakukan penataan varietas yang ideal, dan (PA11) perbaikan sarana transportasi (jalan dan rel lori) nilai ETD pabrik gula dan petani tebu selisih nilainya hanya sedikit, sehingga diharapkan kedua stakeholder bisa berkolaborasi dengan baik dalam melakukan preventive action. Untuk (PA4) data produksi gula yang terintegrasi antara pabrik gula dan pihak pemerintah. Dalam hal ini, kewenangan ada pada pemerintah sehingga pihak petani ataupun pabrik gula tidak memiliki kapabilitas untuk melaksanakan preventive action terpilih.

Problems encountered in meeting the needs of the national sugar today are the on-farm, off-farm problems requiring the sugar industries stakeholder’s awareness. The main stakeholders in the sugar industry are cane farmers and sugar mills factories, in this case is PG. Djatiroto. The more stakeholders, the more complex business processes in it. Therefore, supply chain risk management is needed to coordinate and manage the activities of each business activity so that the main purpose of sugar productivity improvements can be achieved. Risk identification with the Delphi method gained as much as 49 potential risks which are divided into 19 risk events and 30 risk agents. From HOR 1 multistakeholder method, obtained five risk agent priorities for proper preventive action. From those 5 risk agent priorities, there were 11 preventive action. Through the calculation of HOR 2 mulistakeholder method to determine the Effectiveness to Difficulty Ratio (ETD) value of each stakeholders, it is known which stakeholder is responsible to perform selected Preventive action (PA). In this case, preventive action which become the responsibility of stakeholders PG. Djatiroto are (PA6) structuring the TMA (Tebang Muat Angkut), (PA2) preventive maintenance of production machines on a regular basis, (PA3) the replacement of unreliable machine, (PA1) additional production machines, and (PA9) making a wellbore. As for the responsibility of the sugarcane farmer stakeholders, are (PA10) controls the the land routinely when droughts. As for (PA7) control the yield of sugarcane periodically, (PA8) technical implementation control of the sugar cane cultivation and (PA6) ideal varieties arrangement, the sugar mills and sugarcane farmers has just slightly ETD value. Thus means both parties should conduct in collaboration of preventive action. For (PA4) integrated sugar production data between sugar mills and the government. In this case, the authority is with the government so that the farmers and sugar mills do not have the capability to carry out preventive action selected.
