Abstract

Sidoarjo, yang telah beroperasi selama 10 tahun, adalah HIPPAM
Tirto Barokah yang terletak di Desa Putat, Kecamatan
Tanggulangin, Kabupaten Sidoarjo. Berdasarkan jumlah rumah di
daerah tersebut, persentase pelayanan baru mencapai 30%.
Berdasarkan wawancara dengan Departemen Pekerjaan Umum
(PU) Pemukiman, debit air berdasarkan geolistrik 2004 adalah 2-
5 L / detik, sedangkan kebutuhan pelanggan saat ini mencapai
3.04 L / detik. Oleh karena itu, layanan di HIPPAM Tirto
Barokah harus dikembangkan dengan memaksimalkan
kemampuan sumur.
Melihat terhambatnya pengembangan sistem penyediaan air
minum ini karena biaya pemasangan sambungan rumah (SR)
yang cukup mahal bagi masyarakat, maka diperlukan alternatif
pengembangan. Alternatif pengembangan ini menyangkut biaya
kemampuan warga dalam membayar pemasangan SR apabila
dibantu dari kas organisasi HIPPAM. Alternatif dilakukan dengan
menggunakan 3 skenario (alternatif) pengembangan. Analisa
teknis dilakukan dengan software Epanet dan analisis biaya
dengan BCR dan NPV.
Pengembangan dengan 3 skenario dilakukan berdasarkan variasi
jumlah pelanggan, yaitu skenario 1, penambahan jumlah pelanggan sebanyak 14 SR; Skenario 2, penambahan jumlah
pelanggan sebanyak 37 SR; dan Skenario 3 penambahan jumlah
pelanggan sebanyak 48 SR. Berdasarkan analisis teknis dengan
menggunakan software Epanet, pada parameter kecepatan,
diperlukan penambahan kebutuhan air agar kecepatan dapat
memenuhi pipa eksisting, sedangkan untuk memenuhi parameter
tekanan, pada skenario 2 dan 3 diperlukan penambahan tekanan.
Dari segi biaya, dengan menggunakan analisis BCR dan NPV,
agar organisasi tidak mengalami kerugian, maka didapatkan biaya
SR pada setiap skenario, yaitu tidak ada biaya SR (skenario 1),
Rp 247.600,00 (skenario 2), dan Rp 341.000,00 (skenario 3).

One of the village with the best HIPPAM organization in Sidoarjo
is HIPPAM Tirto Barokah located in Putat Village, Tanggulangin
District, Sidoarjo Regency that has been operating for 10 years.
From number of houses in that area, the percentage of drinking
water supply services has reached 30%. Based on interview with
the Department of Public Works (PU) Settlements, the water
debit based on geoelectric 2004 is 2-5 L / sec, while the needs of
today's customers reached 3.04 L / sec. Therefore, services in
HIPPAM Tirto Barokah should be developed by maximizing the
ability of the well.
Knowing that the delay of drinking water supply system
development is caused by the high cost of installation, it is
necessary to find the alternative of water supply system
development. This alternative involves the development of the
ability of citizens to pay the cost of installation if aided by
HIPPAM organization cash. The determination is done by using 3
alternative development scenarios, whereas technical analysis is
done by Epanet software and cost analysis with BCR and NPV.
Alternative scenarios developed based on variation of the amount
of customers, i.e scenario 1, the addition of number of customers
for 14 SR, scenario 2 the addition of number of customers for 37 SR, and scenario 3 the addition of number of customers for 48
SR.
Based on technical analysis using software Epanet, speed
parameter indicates that the needs of water should be added so
that the speed can full filled the existing pipe, while to meet the
the pressure parameter, in scenario 2 and 3 it is required the
addition of pressure. In terms of cost, by using the BCR and NPV
analysis, in order to avoided the organization loss, it is known that
the cost of SR in each scenario is : no charge SR (scenario 1), Rp
247,600.00 (scenario 2), and Rp 341,000.00 (scenario 3).
