Abstract

Proses distribusi beras RASKIN dilakukan antar gudang Bulog untuk memenuhi semua permintaan. Proses distribusi bertujuan mengurangi keterlambatan penyediaan RASKIN yang dapat menyebabkan kenaikan harga beras di pasaran. Distribusi antar gudang RASKIN berbeda dari distribusi pada umumnya, dimana setiap Gudang Bulog dapat menjadi penerima atau pengirim RASKIN bergantung pada perbandingan persediaan RASKIN dengan jumlah permintaannya. Data permintaan RASKIN pada proses distribusi tidak selalu tetap sehingga memiliki unsur fuzzy. Selain itu unsur fuzzy juga terletak pada penentuan keputusan distribusi RASKIN berdasarkan preferensi pengambil keputusan yang menghasilkan tujuan fuzzy terkait dengan tingkat kepuasan pengambil keputusan. .
Oleh karena perlu dilakukan optimasi distribusi RASKIN Divre Jawa Timur sehingga pada tugas akhir ini dikembangkan model Fuzzy Multi-Objective Linear Programming (FMOLP) dengan fungsi keanggotaan piecewise linear untuk menyelesaikan permasalahan optimasi distribusi lebih dari satu tujuan dalam lingkungan fuzzy. Model yang diusulkan menggabungkan fungsi tujuan meminimalkan biaya dan meminimalkan waktu menjadi fungsi tujuan memaksimalkan tingkat kepuasan pengambil keputusan. Cakupan optimasi distribusi adalah wilayah SubDivre Surabaya Selatan, Surabaya Utara dan Madura.
Hasil tugas akhir ini berupa model FMOLP sesuai proses distribusi, jumlah RASKIN/RASTRA antar gudang serta tingkat kepuasan pengambil keputusan. Tingkat kepuasan pengambil keputusan yang dihasilkan sebesar 0,8225 sehingga fungsi tujuan meminimalkan biaya dan meminimalkan waktu terpenuhi pada level 0,8225 dari skala 0 sampai dengan 1. Pada nilai L tersebut didapatkan distribusi Gudang Kemantren III ke Gudang Mlajah sebesar 390 ton dan Gudang Kemantren II ke Gudang Gunung Gedangan sebesar 11915 ton. Sehingga pemenuhan permintaan wilayah Surabaya Utara dan Surabaya Selatan 100%, sedangkan Madura hanya 12,4%. Keuntungan model yang diusulkan memungkinkan pengambil keputusan untuk memodifikasi model dan parameter dari FMOLP sehingga mendapatkan hasil dan tingkat kepuasan yang optimal.

The Process of RASKIN distribution is done between Bulog Warehouse to supply all demand. The Distribution process purpose is to reduce the delay in provision of RASKIN which can lead an increase of rice prices in the market. The distribution between warehouses is different from the distribution in general, where each Bulog Warehouse can be the recipient or sender of RASKIN depending on the ratio of RASKIN inventory and the number of demand. The demand data of RASKIN in the distribution process is not always fixed so it has a fuzzy element. In addition, fuzzy element also appears in the determination of RASKIN distribution decisions based on decision-making preferences that result in fuzzy objectives associated with the level of decisions-making satisfaction.
Therefore, it is necessary to optimize the distribution of RASKIN in East Jawa Divre so that in this Final Project developed Fuzzy Multi-Objective Linear Programming (FMOLP) model with piecewise linear membership function solve the optimization problem of distribution to more than one destination in fuzzy environment. The proposed model combines the objective functions of minimizing costs and minimizing time, into the objective function, that is maximizing the decision maker’s level of satisfaction. The scope of distribution optimization is Subdivre area of South Surabaya, North Surabaya and Madura.
The result of this final project is FMOLP model according to distribution process, amount of RASKIN/RASTRA between the warehouse, and the level of decision maker satisfaction. The decision maker’s level of satisfaction is generated by 0,8225 so that the goal function, minimize costs and minimizes time fulfilled at the 0.8225 level from a scale of 0 to 1. At the value of L obtained distribution between Kemantren III warehouse and Mlajah Warehouse for 390 Tons, beside Kemantren II warehouse to Gunung Gedangan Warehouse for 11915 Tons. So that the demand of the region of North ans South Surabaya is 100%, while Madura only 12.4%. The proposed model advantage allows decision makers to modify the models and parameters of FMOLP to obtain optimal results and optimal satisfaction levels.
