Abstract

Subsektor tanaman pangan merupakan subsektor yang paling
unggul di Kabupaten Sampang. Subsektor tanaman pangan unggul baik
dari segi kontribusi terhadap jumlah PDRB ADHK, penyerapan tenaga
kerja dan luas lahan. Namun dengan dominasi tersebut, subsektor
tanaman pangan belum mampu meningkatkan perekonomian Kabupaten
Sampang secara signifikan. Hal tersebut disebabkan oleh subsektor
tanaman pangan yang belum memiliki nilai tambah.
Tujuan dari penelitian ini adalah untuk merumuskan arahan
pengembangan komoditas unggulan subsektor tanaman pangan di
Kabupaten Sampang melalui konsep agribisnis. Untuk mencapai tujuan
digunakan metode LQ, SSA dan deskriptif berdasarkan tren jumlah
produksi serta pola pergerakan pemasarannya untuk menentukan satu
komoditas unggulan, analisis Delphi untuk menentukan faktor – faktor
yang berpengaruh terhadap peningkatan nilai tambah komoditas
unggulan, analisis Expertjudgement untuk menentukan jenis kegiatan
pascapanen subsistem agribisnis hilir (kegiatan penanganan primer dan
sekunder) yang dapat dilakukan di Kabupaten Sampang berdasarkan
pakar dan analisis deskriptif kualitatif untuk merumuskan arahan
pengembangan komoditas unggulan subsektor tanaman pangan melalui
konsep agribisnis di Kabupaten Sampang.
Hasil penelitian yang didapat berdasarkan analisis yang
dilakukan bahwa komoditas unggulan subsektor tanaman pangan di
Kabupaten Sampang yang lebih dapat dikembangkan adalah kedelai.
Kegiatan penanganan sekunder yang tepat untuk pengolahan kedelai di
Kabupaten Sampang adalah produk tempe, tahu dan susu kedelai.
Terdapat 7 faktor (sumberdaya manusia, teknologi, bahan baku,
produksi, modal, infrastruktur dan kelembagaan) yang mempengaruhi
peningkatan nilai tambah kedelai di Kabupaten Sampang dan yang
perlu ditingkatkan adalah kualitas tenaga kerja, penggunaan teknologi,
jumlah bahan baku, kualitas produk, ketersediaan modal, sistem
pengairan, jalan, pasar dan ketersediaan lembaga. Sehingga arahan
pengembangan komoditas kedeleai terdiri atas kegiatan penanganan
primer (pascapanen) dan sekunder (pengolahan) berdasarkan faktorfaktor
yang mempengaruhi peningkatan nilai tambah komoditas kedelai
di Kabupaten Sampang.

Among other sub-sectors, food crops subsector is the most
potential one in Sampang District when it is inferred from three points
namely Gross Regional Domestic Product at constant prices,
employment, and land area. However such potentials fail to significantly
increase the economy in Sampang District due to the absence of added
value from the products of their food crops.
The present study aims at raising recommendations for
developing potential commodities on food crops subsector in Sampang
District through the concept of agribusiness. The study employs LQ and
SSA methods, and uses descriptive method to describe the trends
between productions and the flow of the marketing of the products to
determine a single dominatly potential commodities. Then, Delphy
analysis is applied to determine the factors affecting the added value
addressed to the commodities; besides that, Expert Judgement Analysis
is carried out to identify kinds of productions from post harvest crops in
the sub system of agribussiness (including primary and secondary
productions) in Sampang District by considering the results derived
from analysis of the experts as well as analysis of descriptive qualitative
data; furthermore, recommendations would be drawn to identify the
types of suitable productions for potential food crops in Sampang.
From the present research, it can be figured out that soybeans
are the most potential food crop that can grow and cultivate very well
in this district. Some suitable productions can be used to give soybeen
an added value. The productions include various food products tempeh,
tahu and soybean milk. From the finding, it is further identified that
there are 18 factors affecting the increase an added value towards the
crops, namely numbers of labors, the quality of labors, wages,
technology utilities, amounts of raw materials, quality of raw materials,
production capacities, the quality of the products, capitals, drainage
system, roads, electricities, processing industries, and markets and
relevant institutions. In short, recommendations proposed to deal with
food crops in Sampang district should include at leat two inseparable
sectors, namely primary productions (conducted at post harvest time)
and secondary ones (considered to figure out factors affecting the added
value to the crops, soybean, so that potential food crops in Sampang
District can really be cultivated as most potential food crop in the
district.
