Abstract

Proyek konstruksi merupakan suatu rangkaian kegiatan untuk mendirikan sebuah bangunan yang dilaksanakan hanya satu kali (tidak berulang) dan berjangka waktu tertentu, di mana kegiatannya berurutan, saling berkaitan, dan memerlukan klasifikasi tenaga yang beragam pula. Masa pelaksanaan proyek konstruksi ada yang bersifat tahun tunggal (single year) dan tahun jamak (multi years). Proyek multi years memiliki banyak risiko dalam proses pelaksanaannya. Salah satu risiko dalam proyek multi years adalah penyesuaian harga atau biasa disebut dengan eskalasi biaya. Eskalasi biaya adalah penyesuaian harga satuan komponen kontrak yang meliputi tenaga kerja, bahan konstruksi, energi dan peralatan terhadap nilai kontrak saat penawaran. Keakuratan estimasi penawaran dalam proyek multi years merupakan hal yang sangat penting karena akan berpengaruh pada pelaksanaan proyek dan menjadi salah satu parameter keberhasilan kontraktor dalam pelaksanaan proyek tersebut. Berbagai faktor mempengaruhi keakuratan estimasi biaya proyek multi years, salah satunya adalah pengetahuan akan risiko terhadap ketidakpastian fluktuasi ekonomi berupa kenaikan harga tenaga kerja, bahan konstruksi, dan peralatan konstruksi yang mungkin terjadi dan dapat menyebabkan kesulitan bahkan kerugian bagi kontraktor. Penelitian ini mengambil tujuh proyek konstruksi multi years gedung yang berlokasi di Surabaya sebagai objek penelitian.
Penelitian ini bertujuan untuk menghitung besaran biaya eskalasi pada proyek multi years gedung dengan cara memodelkan hubungan antar variabel kunci penyebab eskalasi biaya menggunakan pemodelan sistem dinamik. Variabel – variabel diperoleh dari studi literatur dan divalidasi oleh expert/pakar. Untuk membantu memberikan gambaran awal bentuk hubungan antar variabel, digunakan Causal Loop Diagram (CLD) yang modelnya juga sudah divaliadasi oleh expert/pakar sehingga mencerminkan sistem nyata di lapangan yang dapat memberikan hasil yang akurat.
Hasil dari penelitian ini adalah suatu model berbasis sistem dinamik yang dapat digunakan untuk mengestimasi eskalasi biaya proyek konstruksi multi years gedung dengan tingkat akurasi 91,21%. Penelitian ini juga menunjukkan bahwa perubahan spesifikasi material, percepatan pekerjaan, perubahan desain, keterlambatan pembayaran progress dari owner, perencanaan yang tidak efektif, perubahan /penambahan ruang lingkup pekerjaan, kekurangan tenaga kerja, keterlambatan schedule proyek, ketentuan kontrak yang ambigu, tingkat inflasi, kondisi tak terduga, cuaca buruk, dan persyaratan daerah setempat merupakan faktor yang mempengaruhi biaya eskalasi proyek multi years. Dari faktor-faktor tersebut, yang paling dominan dalam mempengaruhi besaran eskalasi biaya proyek multi years adalah faktor kondisi tidak tidak terduga (ketidakpastian kondisi tanah), yaitu sebesar 59,69%. Di samping memprediksi biaya eskalasi proyek, model ini juga dapat digunakan sebagai sistem peringatan dini di lingkungan proyek multi years. Hal ini terlihat dari skenario pengembangan struktur yang dilakukan dengan memasukkan beberapa faktor tambahan seperti pendetailan schedule proyek, mitigasi risiko, keterlibatan awal kontraktor dalam pengembangan desain, dan keterlibatan pakar/expert dalam proyek ke dalam model yang dapat memberikan penurunan eskalasi biaya proyek multi years sebesar 55,94% di tahun ketujuh pada masa pelaksanaan konstruksi.

The construction project is a series of activities to establish a building that is implemented only once (not repeatedly) and for a certain period of time, where activities are sequential, interrelated, and require a diverse energy classification as well. The implementation period of the construction project is single year and multi years. Multi-years projects have many risks in the implementation process. One of the risks in a multi-years project is price adjustment or commonly called cost escalation. Cost escalation is the price adjustment of the unit of contract components which includes labor, construction materials, energy and equipment against the contract value at bid. The accuracy of the bid estimate in a multi-years project is very important as it will affect the implementation of the project and become one of the parameters of the contractor's success in implementing the project. Various factors affect the accuracy of multi-years project cost estimates, one of which is knowledge of the risks to the uncertainty of economic fluctuations in the form of rising labor prices, construction materials, and construction equipment that may occur and may cause difficulty or even loss to the contractor. This research takes seven multi years construction project of building located in Surabaya as research object.
This study aims to calculate the cost of escalation in the multi years building project by modeling the relationship between the key variables causing cost escalation using dynamic system modeling. The variables were obtained from literature studies and validated by experts. To help provide an initial picture of the relationship between variables, used Causal Loop Diagram (CLD) whose model has also been valiadated by experts to reflect real systems in the field that can provide accurate results.
The result of this research is a dynamic system based model that can be used to estimate cost escalation of multi years construction project with accuracy 91,21%. The study also shows that changes in material specifications, acceleration of work, design changes, late payment of progress from owners, ineffective planning, changes/additions to scope of work, labor shortage, project schedule delay, ambiguous contract terms, inflation rate, unexpected condition, bad weather, and local requirements are factors that affect the cost of escalating multi years projects. Of these factors, the most dominant factor in influencing the multi years project cost escalation is the unexpected condition (uncertainty of land condition), which is 59.69%. In addition to predicting project escalation costs, this model can also be used as an early warning system in a multi-year project environment. This can be seen from structural development scenarios by incorporating some additional factors such as detailed project schedule, risk mitigation, initial contractor engagement in design development, and expert involvement in the project into a model may provide 55.94% decrease in project cost escalation in the seventh year during the construction period.
