Abstract
UMKM memiliki proporsi sebesar 99,99% dari total keseluruhan pelaku usaha di Indonesia atau sebanyak 56,54 juta unit dan merupakan penyumbang PDB nasional terbesar. Salah satu sektor dalam penyumbang terbesar adalah sektor industri pengolahan. Salah satu industri pengolahan yang sedang berkembang saat ini adalah industri sektor garmen yakni industri yang mengolah pakaian jadi. Seiring datangnya era globalisasi dimana tingkat persaingan yang terjadi semakin ketat, maka UKM sektor industri garmen harus dituntut untuk meningkatkan daya saing dan kualitasnya. Salah satu cara untuk meningkatkan daya saing adalah dengan meningkatkan kemampuan manajemen dan teknologi informasi.
Pada banyak kasus implementasi TI seringkali tidak memperhatikan manajemen proses bisnis. Dilain sisi penerapan TI ini membutuhkan investasi yang besar sehingga ada risiko yang timbul jika mengimplementasikan TI yang tidak sesuai dengan proses bisnis maupun kebutuhan dari perusahaan. UKM garmen sendiri memiliki proses bisnis yang berbeda-beda yang memungkinkan timbulnya kebutuhan yang berbeda. Oleh karena itu, diperlukan analisis tentang kebutuhan SI/TI apa saja yang sesuai untuk menunjang proses bisnis UKM garmen di Jawa Timur. Studi literatur juga dibutuhkan untuk medapatkan pemahaman solusi SI/TI apa saja yang sudah ada saat ini yang dapat dijadikan sebagai alternatif solusi untuk UKM garmen.
Melalui proses tersebut, peneliti melakukan analisis kebutuhan pada UKM sektor industri garmen di Jawa Timur dengan menggunakan pendekatan kualitatif melalui teknik interview dan observasi. Analisis kebutuhan ini akan menggunakan metode Business Object Oriented Modelling yang memisahakan kebutuhan kedalam kebutuhan fungsional dan non fungsional. Hasil dari penelitian ini menghasilkan daftar kebutuhan SI/TI standar yang mendukung proses bisnis pada UKM garmen di Jawa Timur beserta analisis fungsional dan non fungsional. Dari hasil kebutuhan SI/TI standar, dihasilkan 7 kebutuhan SI/TI yang teridentifikasi berdasarkan proses analisis yang dilakukan antara lain. Kebutuhan SI/TI standar tersebut di kategorikan ke dalam 5 kelompok di dalamnya yaitu: kebutuhan yang tergolong dalam kategori generic critical yakni social media; kategori generic important yakni corporate website dan design application; kategori generic yakni email; kategori selected critical yakni SIM dan stock contol; dan kategori selected important yakni dosument management. Hasil penelitian ini dapat membantu pihak UKM sektor industri garmen di Jawa untuk memberikan referensi terhadap kebutuhan SI/TI yang menunjang proses bisnisnya dan juga sebagai referensi bagi pengembang untuk mengembangkan sistem otomasi yang sesuai dengan kebutuhan pada UKM sektor industri garmen.

One of the biggest contributing sectors is the manufacturing sector. One of the growing processing industries today is the garment industry sector, which is the industry that processes the garment. Along with the era of globalization where the level of competition that happens more stringent, the SMEs of garment industry sector should be demanded to improve competitiveness and quality. One way to improve competitiveness is to improve management and information technology capabilities through IT implementation.
There are many existing IT implementations cases that do not pay attention to business process management. On the other hand, IT implementation requires a large investment so that there is a risk that arises if IT implementation is not in accordance with business processes and needs of the company. Garment SMEs itself have different business processes so as to enable the emergence of different needs. Therefore, an analysis of the needs of IS / IT is required to support the business process of garment SMEs, especially in East Java. Literature studies are also needed to gain an understanding of existing IS / IT solutions that can be an alternative solution for garment SMEs.
Through the process, the researcher performs requirement analysis on SMEs of garment industry sector in East Java by using qualitative approach through interview and observation technique. This requirement analysis will use the Business Object Oriented Modeling method that separates the needs. The results of this study is a list of IS/IT requirement that are in accordance with the condition of garment SMEs in East Java. From the results, 7 IS / IT requirements are identified based on the analysis process conducted among others. The requirements of IS / IT standards are categorized into 5 groups in which they are: that are according to critical generic categories is social media; Important generic categories are corporate website and design application; generic category is email; selected critical categories are SIM and stock contol; and the selected important categories are document management. This output will help SMEs of the garment industry sector in East Java to provide references to the requirement of IS / IT that support their business processes and also as a reference for developers for the development of automation systems required in SMEs garment industry sector.
