Abstract

Pemerintah Kota Surabaya telah melakukan pengawasan kinerja dan penentuan besaran uang kinerja yang akan diberikan kepada pegawai negeri sipilnya melalui penerapan sistem e-performance sejak tahun 2011. Dalam penerapannya, E-Performance membawa dampak pada peningkatan Kedisiplinan Kinerja Pegawai di tahun 2011, dan terus meningkat pada tahun-tahun berikutnya. Salah satu instansi pemerintah yang menerapkan sistem e-perfomance adalah Dinas Tenaga Kerja Kota Surabaya.
Peneliti ingin melakukan analisis terhadap aplikasi e-performance sehingga dapat diketahui faktor-faktor kesuksesan apa saja dari penerapan sistem e-performance di Dinas Tenaga Kerja Kota Surabaya. Diharapkan hasil dari penelitian ini dapat dijadikan acuan dalam penerapan e-performance pada daerah/kota lain.
Model kesuksesan yang digunakan dalam penelitian ini adalah ISSM (Information System Success Model) yang memiliki enam dimensi terintegrasi yaitu Information Quality, System Quality, Service Quality, Use, dan User Satisfaction. Untuk proses analisis data responden menggunakan alat bantu SPSS dilakukan untuk uji validitas, reliabilitas, dan linieritas dari tiap indikator. Sedangkan uji hipotesis penelitian menggunakan metode SEM-GSCA diterapkan kedalam ISSM dan telah disesuaikan dengan studi kasus penelitan.

The government of Surabaya has conducted the monitoring of
performance and determination of the amount of money
performance to be given to its civil servants through the
implementation of e-performance system since 2011.
In its application, e performance has had an impact on
improving disciplinary performance of employees in 2011, and
keep on increasing in the following years. one of the
government agencies that implement e-performance system is
the Dinas Tenaga Kerja of Surabaya city.
researchers would like to analyze e-performance application to
know the success factors from the implementation of eperformance
system in Dinas Tenaga Kerja of Surabaya city.
From this research, it is expected that the results of this study
can be used as a reference in the implementation of eperformance
in other regions/cities.
The success model that is used in this research is ISSM
(Information System Success Model) which has six integrated
dimension which is Information Quality, System Quality,
Service Quality, Intention to Use, User Satisfaction and Net
Benefits. The process of analysing respondents data will be
using SPSS to do a Validity, Realibility, and Linearity test from

each indicator. While to test the research hypothesis,
researcher will use SEM-GeSCA method that will be applied to
ISSM and will be adjusted with the research case.
