Abstract

Sebagai kota besar, Surabaya menjadi penarik pergerakan dari wilayah sekitarnya ke Kota Surabaya. Salah satu pelaku pergerekan adalah pekerja komuter yang berada di Kabupaten Lamongan untuk berkerja di Kota Surabaya. Salah satu moda transportasi yang digunakan untuk pergerakan tersebut adalah dengan menggunakan kereta komuter Surabaya-Lamongan. Dalam penyelenggara kereta komuter sampai saat ini masih belum diminati oleh calon pengguna, hal ini bisa dilihat dari masih rendahnya okupansi kereta (dibawah 50%) serta tren penurun jumlah penumpang kereta komuter dari tahun ke tahun. Oleh karena itu perlu ada upaya peningkatan okupansi penumpang kereta komuter Surabaya-Lamongan melihat dari preferensi masyarakat.
Tujuan dari penelitian ini adalah untuk merumuskan arahan peningkatan pelayanan kereta komuter Surabaya-Lamongan berdasarkan preferensi masyarakat. Pada awalnya variabel pelayanan ditentukan terlebih dahulu melalui studi litratur yang disesuaikan dengan kondisi lapangan melalui analisis delphi. Pengukuran kepuasan pelayanan dilihat dengan analisa service quality yang melihat tingkat kepuasan dan tingkat harapan pada suatu pelayanan beserta pebobotan masing-masing variabel pelayanan dengan menggunakan pembobotan AHP. Setelah itu dilakukan analisis triangulasi untuk menentukan arahan peningkatan pelayanannya dengan menggabungkan hasl kepuasan pelayanan yang menjadi prioritas, kondisi lapangan, regulasi, serta studi kasus yang ada.
Hasil analisis ini berupa arahan layanan di pelayanan internal dan eksternal kereta komuter Surabaya-Lamongan. Pelayanan internal meliputi beberapa arahan berupa perbaikan pola operasional dan lalu lintas kereta api agar perjalanan lebih cepat dan tepat waktu, menambah fitur keamanan, potensi penambahan frekuensi pelayanan, perlunya studi penambahan stasiun, serta perbaikan kenyamanan sesuai standar. Pada pelayanan eksternal, arahan meliputi memperbanyak frekuensi angkutan umum, memperbanyak halte angkutan umum, mempersingkat headway, serta peningkatan keamanan angkutan umum.

As a metropolitan city, Surabaya became towing the movement of the surrounding area to the city of Surabaya. One part of this movement is a commuter worker located in Lamongan to work in Surabaya. One of transportation used for the movement is by using the Surabaya-Lamongan commuter train service. In commuters train operation, many are still not interested by prospective users, this can be seen from the low occupancy train (below 50%) and the decreasing trend of commuter train passengers from year to year. Therefore, there should be efforts to increase the occupancy of commuter train passengers Surabaya-Lamongan see from the public preference.
The purpose of this research is to formulate the direction of improvement of Surabaya-Lamongan commuter train service based on public preference. Initially the service variable was determined firstly through litratur study which was adjusted to field condition through delphi analysis. Measurement of service satisfaction is seen with service quality analysis that see the level of satisfaction and level of expectation at a service along with pebobotan each service variable by using AHP weighting. After that, triangulation analysis is done to determine the direction of improvement of service by combining priority service satisfaction hasl, field condition, regulation, and case study.
The result of this analysis is the direction of service in internal and external service of Surabaya-Lamongan commuter train. Internal services include several directions in the form of improved operational patterns and rail traffic for faster and more timely travel, adding security features, increased service frequency potentials, the need for station addition studies, as well as improved standards of comfort. In external services, the directions include increasing the frequency of public transport, multiplying public transportation shuttles, shortening headway of public transport, and improving public transport security.
