Abstract

Kota Surabaya memiliki klaster industri pengolahan ikan skala UMKM di Kawasan Kenjeran, yang mana salah satu industrinya adalah industri pengasapan. Akan tetapi, kegiatan tersebut pernah ditengarai menjadi penyebab menurunnya kualitas perairan Kenjeran. Untuk mencegah kerusakan yang lebih parah, solusi yang dapat dilakukan adalah dengan mengatur pembuangan sisa pembersihan ikan. Saat ini kegiatan pengasapan ikan yang terkonsentrasi di Sentra Ikan Bulak (SIB), Kecamatan Bulak, sudah menerapkan produksi bersih secara sederhana. Pada dasarnya implementasi produksi bersih di industri pengolahan ikan adalah sebuah urgensi karena industri ini mengonsumsi air dalam jumlah yang banyak dan memiliki potensi timbulan limbah yang tinggi. Di SIB, selain memproduksi komoditas utama berupa ikan pari asap, unit pengasapan ikan yang beroperasi juga memanfaatkan limbah kulit pari dan arang batok menjadi produk bernilai ekonomis.
Penelitian ini bertujuan untuk mengetahui seberapa besar potensi nilai penjualan yang dihasilkan oleh industri pengasapan ikan pari di SIB yang telah menerapkan produksi bersih melalui pemodelan dengan system dynamics. Sampel diambil sebanyak 17 unit usaha pengasapan ikan pari yang beroperasi di Sentra Ikan Bulak. Validasi dilakukan dengan cara uji MAPE dan uji RMSE.
Dari hasil simulasi dapat diketahui bahwa: (1) proses pengasapan meningkatkan nilai penjualan ikan pari sebesar 27% dibandingkan ikan pari yang dijual tanpa mengalami proses pengasapan; (2) nilai dari penjualan limbah yang memiliki nilai ekonomis (limbah kulit pari dan arang batok) berkontribusi sebesar 39,96% terhadap nilai penjualan total produk industri pengasapan ikan pari; (3) nilai penjualan limbah mampu meningkatkan nilai penjualan ikan pari asap sebesar 58%.

Surabaya has a cluster of SME-scaled fish-processing industries, which is specifically located in Kenjeran Area. One of many industries that form the cluster is smoked fish industry. However, it was mentioned that smoked fish industry has contributed to the depletion of the water quality in Kenjeran. In order to reduce further negative impacts, waste management is recommended to overcome this issue. Nowadays the smoked fish processing, including smoked ray, in Sentra Ikan Bulak (SIB) has already implemented cleaner production through simple method. Basically, the implementation of clean production has become an urgency since fish processing industries are industries that highly consume water and produce a huge amount of waste.
The aim of this research is to predict the selling value that could be gained by smoked ray processing industry in SIB which already implement cleaner production trough system dynamics modelling.
Besides producing smoked ray, producers in SIB has also gained benefit from waste with economic value. Those are ray fish skin and brickets.
From the simulation that has been done, it could be identified that: (1) the smoking process has increased the selling value of ray by27%, compared to ones that are not processed; (2) the selling value of waste with economic value has contributed for 39,69% of the total selling value that came from the smoked fish processing industry; (3) the selling value of waste has increased the selling value of smoked fish by 58%.
