Abstract

Konvensi MARPOL 73/78 yang dimandatkan oleh IMO (International Maritime Organization), mempersyaratkan kepada setiap negara yang termasuk dalam konvensi ini untuk menyediakan fasilitas pengelolaan limbah minyak di pelabuhan yang bertujuan untuk mengurangi pencemaran lingkungan akibat buangan limbah minyak dari kapal. Sedangkan Indonesia yang telah meratifikasi peraturan MARPOL 73/78, tidak sepenuhnya mematuhi peraturan tersebut. Kondisi saat ini hampir semua pelabuhan di Indonesia termasuk pelabuhan-pelabuhan yang berada dalam kawasan Pelabuhan Indonesia III (Persero) tidak mempunyai fasilitas pengelolaan limbah. Ketiadaan fasilitas pengolahan di pelabuhan tersebut dikarenakan tidak ada dukungan secara finansial dari pengelola pelabuhan. Untuk mengatasi permasalahan ini diberikan solusi penanganan limbah, khususnya limbah minyak dengan konsep transportasi laut. Penanganan tersebut dengan mengangkut limbah minyak di setiap pelabuhan menggunakan kapal khusus yaitu tongkang pengangkut limbah minyak dengan sistem penggerak sendiri (Self-Propelled Barge). Dengan kapal ini diharapkan semua limbah minyak di kawasan Pelabuhan Indonesia III dapat diangkut untuk dilakukan proses pengolahan. Sehingga pencemaran laut akibat buangan limbah minyak dari kapal dapat dihindari. Proses desain Self-Propelled Barge diawali dengan menentukan pola operasi serta mencari ukuran utama yang optimal dari tongkang. Setelah didapatkan ukuran utama yang optimal dan memenuhi persyaratan yang diminta kemudian dilanjutkan dengan pembuatan Rencana Garis dan Rencana Umum. Dari proses desain ini didapat ukuran Self-Propelled Barge yang optimal adalah Lpp = 55.3 m, B = 12,05 m, H = 3.44 m, T = 2.20 m.

MARPOL 73/78, adopted by IMO (International Maritime Organization), mandates all Contacting Goverment to provide oil waste processing facilities in port to minimize environmental pollutions. Indonesia, which has ratified MARPOL 73/78, however does not really implement such regulations. Current condition in almost all ports in Indonesia, including the ports that are located within Pelabuhan Indonesia III (Persero) does not have a oil waste processing facility. The absence of oil waste processing facilities at the port because there is no financial support from the port manager. To overcome this problem is given oil waste management solution, especially oil waste in concept of sea transport. The solution is to transport the oil waste in each ports by using a special vessel namely oil waste transport barge with own propulsion system (Self-Propelled Barge). With this vessel is expected all of oil waste within Pelabuhan Indonesia III region can be transported to be processed. So that marine pollution of the oil waste from ships can be avoided. The beginning of Self-Propelled Barge design process is to determine the operation pattern and find out the optimal main dimension of barge. After optimal main dimension is obtained and meets the requirement then followed by designing of Lines Plan and General Arrangement. From the design process obtained the optimum main dimension of Self-Propelled Barge: Lpp = 55.3 m, B = 12.05 m, H = 3.44 m, T = 2.20 m.
