Abstract

Evaluasi kecukupan fasilitas sisi udara bertujuan untuk mengetahui kinerja fasilitas sisi udara khususnya apron maupun taxiway dalam melayani pesawat yang beroperasi pada saat jam puncak. Ketika fasilitas sisi udara kinerjanya menurun akan menimbulkan keterlambatan penerbangan (delayed) yang menggangu operasional bandara.
Pada tugas akhir ini dilakukan evaluasi terhadap total pergerakan pesawat pada tahun 2017. Evaluasi diawali dengan mensimulasikan pergerakan pesawat kondisi eksisting. Hasil simulasi menunjukan kinerja yang baik walaupun sudah terjadi 2 kali taxiing conflict. Selanjutnya dilakukan simulasi terhadap antrian yang terjadi di taxiway menuju runway. Analisis terhadap hasil simulasi antrian dilakukan dengan meninjau waktu antrian, sistem antrian serta ditinjau pula perbandingan tingkat kedatangan untuk mengetahui kemampuan layanan. Hasil analisis untuk tahun 2017 menunjukkan masih layak . Langkah berikutnya melakukan peramalan pergerakan pesawat yang dilakukan setiap 5 tahun. Tahun 2021 terjadi 6 kali taxiing conflict sedangkan pada tahun 2026 hanya terjadi 2 kali namun tingkat perbandingan pesawat yang akan takeoff terhadap kemampuan layanan yang di analisis melalui simulasi antrian menunjukan angka 0,7. Pada tahun 2031 persentase pesawat yang delayed sebesarar 37 % dari total penerbangan dan perbandingan tingkat kedatangan dengan kemampuan pelayanan menunjukan angka 0,98 mendekati angka jenuh.
Hasilnya pada tahun 2036 taxiing conflict yang terjadi sebanyak 12 kali sehingga menyebabkan ketergantungan pada pesawat di area parking stand. Persentase keterlambatannya menunjukan angka 48% yang sangat jauh dibanding on-time performance Bandar Udara Juanda pada tahun 2017 sebesar 90,3%. Perbandingan tingkat kedatangan dengan kemampuan pelayanan yang di analisis melalui simulasi antrian menunjukan angka 1,3 yang berarti sistem antrian menuju runway sudah jenuh/tidak layak.

Evaluation of the adequacy of airside facilities aims to determine the performance of airside facilities especially apron and taxiway in serving aircraft operation during peak hours. When the airside facilities performance decrease, it could cause delayed flight which disturb the airport operation.
In this fnal project , the evaluation of total aircraft movement start from 2017. Evaluation begins by simulating the aircraft movement of the existing condition. Simulation results show good performance despite 2 taxiing conflict. Furthermore, simulation of queue that happened in taxiway to runway. The analysis of queue simulation result is done by observing queue time, queueing system and also review of arrival rate to know service capability. The results of the analysis for 2017 still feasible. The next step is forecast the movement of aircraft movement that is done in every 5 years. In year 2021, the taxiing conflict happened 6 times whereas in year 2026 only happened 2 times, but the level of comparison of plane which will takeoff to service ability in analysis through queue simulation show number 0,7. In 2031 the percentage of delayed aircraft is 37% of total flights and comparison of arrival rates with service capability shows 0,98 in value and its almost saturate.
The result in 2036, the taxiing conflict that occurred 12 times has caused dependence on the plane in the parking lot stand area. The percentage of delay shows 48% which is very far compared to on-time performance Juanda Airport in 2017 by 90,3 % . Comparison of arrival rate with service capability that is analyzed through the queue simulation shows 1,3 in value which means the queue system to runway is saturated/not feasible.
