Abstract

Salah satu sumber daya pesisir unggulan di Indonesia yang berpotensi untuk dikembangkan adalah rumput laut. Potensi budi daya rumput laut harus dapat dikelola, diteliti, dan dikembangkan secara berkelanjutan untuk kesejahteraan masyarakat dan dapat bersaing di pasar global. Oleh karena itu, diperlukan kerjasama dan integrasi antar stakeholder yang terkait industri rumput laut dalam pengeolaan supply chain. Manajemen risiko menjadi bagian penting dalam supply chain managemen untuk meningkatkan kinerja dari supply chain dan untuk mencapai competitive advantages.
Proses identifikasi risiko dilakukan dengan verifikasi risiko terkait proses industri rumput laut oleh stakeholder terkait industri rumput laut. Hasil identifikasi risiko diperoleh sebanyak 14 kejadian risiko dan 23 penyebab risiko. Penelitian ini melibatkan dua stakeholder dalam penilaian risiko supply chain rumput laut, yaitu petani rumput laut dan perusahaan pengolah rumput laut. Dengan metode HOR 1 Multistakeholder diperoleh nilai aggregate risk potential (ARP) penyebab risiko untuk masing-masing stakeholder, dan dipilih 8 penyebab risiko prioritas berdasarkan komulatif nilai ARP seluruh stakeholder terbesar. Berdasarkan 8 penyebab risiko prioritas, terdapat 13 tindakan mitigas. Tindakan mitigasi dilakukan penilaian dengan metode HOR 2 Multistakeholder untuk mengetahui nilai effectiveness to difficulty (ETD) tindakan mitigasi terhadap masing-masing stakeholder. Sebanyak 6 tindakan mitigasi menjadi tanggung jawab stakeholder petani rumput laut, 7 tindakan menjadi tanggung jawab kedua stakeholder.

One of the leading coastal resources in Indonesia that has potential to be developed is seaweed. Potential seaweed cultivation must be managed, researched, and developed sustainably for the welfare of society and can be competitive in the global market. Therefore, coordination and integration between stakeholders related to seaweed industry in supply chain management is needed. Risk management becomes an important part of supply chain management to improve supply chain performance and to achieve competitive advantages.
Risk identification process is carried out by verifying the risk potential with sthe takeholders related to the seaweed industry. Risk identification results show that there are 14 risk events and 23 risk agents. The seaweed supply chain risk assesment in this research involves tow stakeholders: the seaweed farmer and seaweed factory. By using HOR 1 Multistakeholder method, it is obtained the value of Aggregate Risk Potential (ARP) of risk agent for each stakeholder and obtained 8 risk agent priorities based on the highest cummulative value of ARP for all stakeholders. Based on the aforementioned 8 risk agent priorities, there are 13 preventive actions. Through the calculation of HOR 2 Multistakeholder method to determenine the value of Effectiveness to Difficulty (ETD) of preventive actions for each stakeholder. There are 6 preventive actions that served as responsibilites of seaweed farmer stakeholder and 7 preventive actions that served as responsibilites of both stakeholders.
