Abstract

Sejak tahun 2004, International Maritime Organization (IMO) telah mengadopsi konvensi Ballast Water Management untuk mencegah penyebaran organisme air berbahaya dari suatu daerah ke daerah lain. Saat ini spesies invasive akibat pembuangan air balas telah ditemukan di 84% dari 232 wilayah laut yang ada di dunia. IMO telah membuat standar dan prosedur yang mengatur pengelolaan air balas serta sedimen di kapal berdasarkan konvensi tersebut. Kendala dari pengimplementasian konvensi ini adalah penambahan alat untuk ballast water treatment di atas kapal karena dianggap cukup mahal serta belum optimalnya penggunaan reception facility untuk melakukan penanganan air balas dari kapal di pelabuhan. Tugas Akhir ini bertujuan untuk menganalisis biaya per unit ekspor minyak mentah ke Hong Kong dan Singapura yang menggunakan kapal tanker akibat dari kebijakan ballast water treatment. Hasil penelitian ini menunjukkan bahwa biaya per unit ekspor minyak mentah seluruh kapal dengan kisaran ukuran 6.500 – 110.000 DWT meningkat sekitar 0,8%-3% dengan metode direct flow electrolysis, sekitar 0,7%-2% dengan metode side stream electrolysis dan yang terendah 0,6%-1,9% dengan menggunakan metode UV. Kapal dengan ukuran 6.500 DWT atau kurang akan lebih murah jika menggunakan fasilitas di pelabuhan

Since 2004, the International Maritime Organization (IMO) has adopted the Water Ballast Management Convention to prevent the spread of harmful water organisms as a result of untreated ballast water discharge from one region to another. Currently invasive species have been found in 84% of 232 worldwide sea territories. IMO has made several standards and procedures for on-board of vessels water ballasts and sediments management. The main obstacles of the implementation are the costly installation of the on-board ballast water treatment equipment and less utilization of the port’s reception facility for treating water ballast from a particular ship to port. The aims of this Final Project are to analyze the transportation unit cost of oil tanker, transporting crude oil from Indonesia to Hong Kong and Singapore which is affected by the policy implementation. The results of this study shows that all export unit cost for tankers ranging from 6500-110.000 DWT will increase about 0.8%-3% when using direct-flow electrolysis method, 0.7%-2% using side-stream and the least increased unit cost if using UV method. 6500 DWT vessel or below has the least unit cost when using the Reception Facility.
