Abstract

Jalan tol adalah suatu jalan bebas hambatan yang dikhususkan untuk kendaraan roda 4 atau lebih yang kepada pemakainya dikenakan kewajiban membayar tarif tol sesuai dengan jarak yang ditempuh. Namun pada suatu sistem jaringan jalan tol, sering terjadi kemacetan dan antrian panjang yang melebihi batas maksimum antrian yang ditentukan. Hal tersebut bisa disebabkan antara lain karena rendahnya tingkat pelayanan gerbang tol, kurangnya jumlah gerbang tol, ataupun dari konfigurasi gerbang tol yang tidak optimum, sehingga dibutuhkannya perencanaan gerbang tol yang optimal.
Perencanaan gerbang tol ini menggunakan metode Multi Channel Single Phase sebagai struktur dasar proses antrian dan menggunakan disiplin antrian First In First Out (FIFO). Untuk perencanaan gerbang tol mempertimbangkan gardu tol dengan sistem pembayaran konvensional, gerbang tol otomatis, dan on board unit. Perencanaan gerbang tol Pasuruan - Probolinggo merencanakan gerbang tol untuk tahun 2017, 2032, dan 2047. Perencanaan ini diharapkan mendapatkan jumlah gerbang tol yang optimum dari segi jumlah dan panjang antrian.
Hasil dari perencanaan gerbang tol Pasuruan - Probolinggo pada tahun 2017 untuk gardu tol konvensional gerbang Grati arah masuk dan keluar terdapat 2 gardu. Gerbang Tongas arah masuk dan keluar 2 gardu. Gerbang Probolinggo Barat arah masuk dan keluar 2 gardu. Gerang Probolinggo Timur arah masuk 1 gardu, keluar 3 gardu. Sedangkan untuk gardu tol otomatis pada semua gerbang hanya terdapat 1 gardu . Pada tahun 2032 direncanakan gerbang tol menggunakan gardu tol otomatis dan on board unit yang digabung menjadi 1 gardu. Pada semua gerbang tol arah masuk dan keluar terdapat 3 gardu. Pada tahun 2047 direncanakan 2 jenis gardu tol yaitu gardu tol otomatis (GTO) dan on board unit (OBU). Pada semua gerbang tol arah masuk terdapat 4 GTO dan 2 OBU, sedangkan arah keluar terdapat 5 GTO dan 2 OBU.

Highway is a freeway specialized for 4 or more wheeled vehicles which to the driver must pay the toll according to the distance traveled. But on a highway sytem, on the toll gate there are frequent congestion and long queues that exceed the maximum queue limit. This may be cause due to the low level of toll gate services, the lack of toll gates, or the toll gate configurations are not optimal, based on that case it requiring the optimal toll gate planning.
This toll gate planning uses Multi Channel Single Phase method as the basic structure of the queue process and uses the First In First Out (FIFO) queue discipline. Fot toll booths planning consider the toll booths with conventional payment systems, automatic toll gates, and on board units. The planning of Pasuruan - Probolinggo toll gate will plan the toll gates for year 2017, 2032, and 2047. This planning is expected to get the optimum number of toll booths in quantity and length of queue.
The result of planning Pasuruan - Probolinggo toll gate in 2017 of Grati Gate, Tongas gate and Probolinggo Barat gate for entrance and exit there are 2 conventional toll booths and 1 automatic toll booths and on board units. Probolinggo Timur gate for entrance there is 1 conventional toll booths and 1 automatic toll booths and on board units, and for exit there are 3 conventional toll booths and 1 automatic toll booths and on board units. In 2032, toll gates are planned to use automatic toll booths and on board units combined into one booth. At all toll gates for entrance and exit there are 3 automatic toll booths and on board units. In 2047, there are 2 types of toll booths, automatic toll booth and on board unit. At all entrance toll gates there are 4 automatic toll booths and 2 on board units, while the exit toll gates are 5 automatic toll booths and 2 on board units.
