Abstract

Dalam dua dekade terakhir, tingkat produktivitas dan daya saing industri galangan kapal nasional masih sangat dibandingkan dengan galangan-galangan di negara-negara maju, termasuk Filipina dan Vietnam. Salah satu keberhasilan mereka adalah dengan melakukan pemusatan klaster industri galangan kapal, sehingga sinergi antar galangan dan pendukungnya menjadi optimal dan tercipta daya saing secara berkesinambungan. Oleh karena itu, penelitian diarahkan pada pengembangan klaster industri kapal di Indonesia, khususnya di Surabaya dan sekitarnya, melalui analisis daya saing bisnis dengan menggunakan model Yardstrat. Pilihan-pilihan strategi generik dari penelitian sebelumnya dikembangkan ke bentuk strategi-strategi fungsional melalui diskusi ahli, yang kemudian diteruskan melalui kuesioner (Skala Likert) kepada 31 responden manajemen puncak sejumlah galangan dan industri pendukung, serta institusi-institusi terkait. Hasilnya, kemudian dianalisis dengan menggunakan Quantitative Strategic Planning Matrix (QSPM), sehingga diperoleh beberapa bentuk sinergi dan pola sinergi yang potensial dilakukan dalam sebuah model klaster industri.
Dari hasil penelitian ini diperoleh bahwa bentuk-bentuk strategi yang dinilai prioritas dilakukan oleh industri galangan kapal kelas menengah di Surabaya dan sekitarnya adalah pengembangan industri komponen/pendukung kapal (dengan perusahaan dari dalam dan luar negeri) di dalam wilayah klaster serta pengembangan produk kapal standar. Lokasi klaster industri yang potensial adalah wilayah Pantura Lamongan, sesuai referensi yang ada Namun hal ini perlu didukung dengan kontinuitas pesanan kapal dan kebijakan pemerintah yang mendukung.

In the last two decades, the level of productivity and competitiveness of the national shipyard industry is still very low compared to the shipyards in developed countries, including the Philippines and Vietnam. One of their successes is to concentrate clusters of shipbuilding industry, so that the synergy between the shipyard and its supporters become optimal and create sustainable competitiveness. Therefore, the research is aimed at the development of ship industry clusters in Indonesia, especially in Surabaya and surrounding areas, through business competitiveness analysis using Yardstrat model. The generic strategy choices from previous studies were developed into the form of functional strategies through expert discussion, which were then forwarded through a questionnaire (Likert Scale) to thirty one top management respondents of shipyards and supporting industries, as well as related institutions. The result then analyzed by using Quantitative Strategic Planning Matrix (QSPM), so that obtained some form of synergy and potential synergy pattern than can be applied in an industrial cluster model.
The result of this research, it is found that the priority strategy form taken by medium-class shipbuilding industry in Surabaya and its surroundings is the development of ship component/support industry (with the company from inside and outside the country) within the cluster area; and as well as the development of standard ship products. Location of potential industrial clusters is Pantura Lamongan area, as per the existing reference. However this needs to be supported by continuity of ship orders and supportive government policies.
