Abstract

=================================================================== The Gender Development Index is an index that measures the achievement of the basic human capability development in the health, education and economic sectors in a region by considering equality between male and female. East Java Province has a Gender Development Index of 91.07% and it was the second lowest rank in Java Island after West Java Province. Those condition shows that there’s still human development gap between male and female in East Java Province. This research used nonparametric spline regression method to estimate the data which don’t have a spesific pattern. Model selection by knot point based on GCV (Generalized Cross Validation) minimum value. Based on the result of the research, there are 6 significant variables to IPG in East Java Province, which are Primary School Participation Rate of females, Junior School Participation Rate of females, Labor Force Participation Rate of females, Open Unemployment Rate of females, Mortality Rate of females and sex ratio. The best modeling with the minimum value of GCV in combination knots at 2.45 points. Nonparametric spline regression model has coefficient determination of 98,69%.
