Abstract

Empat depo 3R/TPS 3R di Kecamatan Denpasar Selatan yang dievaluasi dalam penelitian ini adalah Depo 3R Palasari, Restu Bumi Alam Serangan, Cemara dan Citarum . Depo 3R Palasari memiliki tingkat pelayanan 23,32%, Depo 3R Cemara 90,00%, Depo 3R Restu Bumi Alam Serangan 74,47% dan Depo 3R Citarum 85,00%. Tingkat reduksi pada keempat depo tersebut hanya 1,68% hingga 2,85%. Depo 3R di Kecamatan Denpasar Selatan juga memiliki masalah finansial. Keempat depo 3R masih membutuhkan subsidi dari pemerintah desa/kelurahan maupun dari desa adat. Organisasi pengelola Kelompok Swadaya Masyarakat (KSM) selaku lembaga pengelolaan belum semuanya terbentuk pada keempat depo. Oleh karena itu, tujuan dari kajian ini adalah: (a) melakukan evaluasi operasional depo 3R/TPS 3R berdasarkan aspek teknis, aspek finansial dan kelembagaan. (b) menyusun strategi dalam rangka mengembangkan depo 3R/TPS 3R.
Pengukuran kuantitas sampah yang diolah dilakukan selama delapan hari dengan metode Load Count Analysis. Selain itu diukur pula komposisi sampah, densitas sampah serta recovery factor untuk menyusun mass balance. Kajian finansial dilakukan dengan menghitung biaya operasional dan pendapatan depo 3R/TPS 3R guna menentukan kelayakan finansial dengan menggunakan Benefit Cost Ratio (BCR) dan Nett Present Value (NPV). Aspek kelembagaan dilakukan dengan mengkaji tupoksi, struktur organisasi instansi/organisasi terkait penyelenggaraan depo 3R/TPS 3R serta kondisi sumber daya manusia. Penentuan prioritas pengembangan depo 3R/TPS 3R dilakukan dengan menggunakan Analytical Hierarchy Process (AHP).
Berdasarkan dari hasil evaluasi teknis, Depo 3R Palasari merupakan satu-satunya depo 3R yang dapat melakukan kegiatan pengomposan pada tahun 2027, walaupun dalam jumlah terbatas. Depo 3R Palasari memiliki luas 546,88 m2 dengan kuantitas sampah yang dapat diolah adalah 4.004,15 kg/hari, Depo 3R Restu Bumi Alam Serangan memiliki luas 650 m2 dapat mengolah sampah hingga 10.333,38 kg/hari, Depo 3R Cemara memiliki luas 1.182,85 m2 dapat mengolah sampah hingga 19.305,65 kg/hari dan Depo 3R Citarum seluas 378,68 m2 dengan jumlah sampah yang dapat diolah 5.513,09 kg/hari. Depo 3R Cemara memiliki nilai NPV Rp.3.346.692.336,69 dan BCR 1,24, sedangkan Depo 3R Citarum memiliki nilai NPV Rp.4.171.214.875,91 dan BCR 2,03. Depo 3R Palasari dan Depo 3R Restu Bumi Alam Serangan membutuhkan dukungan finansial agar layak finansial dengan nilai NPV Rp.26.193.368,50 dan BCR 1,01 untuk Depo 3R Palasari serta nilai NPV Rp.84.899.674,45 dan BCR 1,01 untuk Depo 3R Restu Bumi Alam Serangan. Bentuk ideal lembaga pengelola depo 3R di Denpasar Selatan adalah kelompok swadaya masyarakat (KSM) dibawah pengawasan dan pembinaan dari desa/kelurahan. Strategi pengembangan berfokus pada peningkatan tenaga pemilah, pemberian dukungan finansial dari desa/kelurahan serta meningkatkan kapasitas sumber daya manusia pengelola depo.

Four solid waste recovery facilities (SRWFs) in South Denpasar District comprising Depo 3R Palasari, Cemara, Restu Bumi Alam Serangan, and Citarum, were evaluated in this study. The service coverage levels of these SWRFs were 23.32%, 90.00%, 74.47% and 85.00%, respectively. The solid waste reduction capacities of the SWRFs were only 1.68% to 2.85%. The SWRFs also faced financial problems, so that subsidies from the subdistrict and traditional sub-district councils were required. Community Organization (KSM) is known as a responsible body for managing the SWRFs. However not all of the four SWRFs is managed by KSM. Therefore, this research aimed: (a) to conduct evaluation of the SWRFs based on technical, financial, and institutional aspects. (b) to determine strategies for future development of the SWRFs.
The solid waste amount, which was received by the SWRFs, was measured using load count analysis method for 8 consecutive days. This research also determined the solid waste composition, density, and recovery factor. Mass balance analysis was performed for estimating revenue and facility needs. Financial aspect was done using Net Present Value (NPV) and Benefit Cost Ratio (BCR) methods. Institutional analysis was conducted by reviewing KSM job description, organizational structure and human resource condition of the SWRFs. Development priorities of the SWRFs were determined using Analytical Hierarchy Process (AHP) method.
Based on technical evaluation, Depo 3R Palasari was the only SWRF that could conduct composting activities in 2027, although in limited quantity. This Depo has 546.88 m2 area with solid waste processing capacity of 4,004.15 kg/day. Depo 3R Restu Bumi Alam Serangan, of which area is 650.00 m2, can process 10,333.38 kg of solid wastre/day. Depo 3R Cemara with an area of 1,182.85 m2, has a maximum solid waste treatment capacity of 19,305.65 kg/day. Depo 3R Citarum of which area 378.68 m2, is able to process 16,515.30 kg solid waste/day. From financial point of view, Depo 3R Cemara had a positive NPV value (IDR 3,346,692,336.69) and BCR value of 1.24 (>1). Similarly, the NPV value of Depo 3R Citarum was positive (IDR 4,171,214,875.91) and BCR value of 2.03 (>1). In contrast, Depo 3R Palasari and Depo 3R Restu Bumi Alam Serangan had negative NPV values, and therefore, required financial support to be feasible to operate. If sufficient subsidies for investment and operational costs were provided, the NPV values of Depo 3R Palasari and Depo 3R Restu Bumi Alam became IDR 26,193,368.50 (BCR= 1.01) and IDR 84,899,674.45 (BCR=1.01), respectively. Results of institutional evaluation showed that the ideal form of SWRF was a community based organization under sub-district council supervision. Priorities of SWRF future development should be focused on increasing the number of labors for sorting activities, providing financial support for investment and operation, and strengthtening the human capital of the SWRFs.
