Abstract

Pendidikan dan pelatihan mempunyai porsi penting dalam meningkatkan kualitas Aparatur di dalam pemerintahan. Salah satu pendukung dalam peningkatan kualitas proses Pendidikan dan Pelatihan adalah Sarana Gedung Pendidikan dan Pelatihan yang layak. Namun saat ini Pemerintah belum memiliki instrumen untuk mengukur kelayakan Gedung Pendidikan dan Pelatihan milik pemerintah. Penelitian ini bertujuan untuk merancang instrumen kelayakan gedung pendidikan dan pelatihan pada Instansi pemerintah. Lingkup studi meliputi pengembangan model, simulasi, interpretasi hasil dan validasi model dengan kondisi lapangan.
Data sekunder pada penelitian ini diperoleh dari literasi konsep, teori, dan regulasi mengenai kelayakan gedung juga mengenai konsep pemodelan. Sedangkan data primer diperoleh dari hasil survei, observasi, dan simulasi obyek studi kasus. Metode studi menggunakan pendekatan pemodelan dan simulasi. Instrumen dikembangkan dengan metode scoring (penilaian) pada empat variabel kelayakan yang diidentifikasi dari proses kodifikasi dan kategorisasi, meliputi keselamatan, kenyamanan, kesehatan dan kemudahan akses. Variabel kemudian dibobotkan dengan metode Pairwise Comparison. Indeks kelayakan diformulasikan sebagai agregat dari nilai bobot variabel dikalikan skor masing-masing parameter kelayakan. Pengujian model dilakukan dengan simulasi (running model) dan validasinya dilakukan dengan konfirmasi kepada Stakeholder obyek studi kasus.
Hasil analisa menunjukkan bahwa model yang dikembangkan dapat dimplementasikan secara praktis untuk menilai kelayakan teknis gedung Diklat. Validasi hasil simulasi pada tiga obyek gedung Diklat di lingkungan Kementerian PUPR, yaitu Balai Diklat I Medan, Balai Diklat VI Surabaya dan Balai Diklat VII Banjarmasin menunjukkaan capaian nilai kelayakan sesuai dengan kondisi aktual di lapangan. Simulasi digunakan untuk menilai kelayakan teknis bangunan gedung diklat. Model ini juga dapat dimanfaatkan sebagai alat bantu pengambilan keputusan dalam menyusun strategi perencanaan pemeliharaan gedung Diklat.

Education and training has an important role in improving the quality of goverment officials. The feasibility of facilities can support the quality of education and training process. However, there is no instrument to measure the feasibility of Government’s education and training buildings nowdays. This study is aimed to design feasibility instruments for this kind of buildings. The scope of this study includes model development, simulation, result interpretation and model validation with actual conditions.
Secondary data in this research is obtained from concept literacy, theory, and regulation concerning building feasibility also concerning modeling concept. While the primary data obtained from the survey, observation, and simulation of case study objects.The method used modelling and simulation approach. Instruments were developed by scoring methods on four feasibility variables identified from codification and categorization process, i.e. safety, convenience, health and accessibility. This variables were weighted trough Pairwise Comparison method. The feasibility index was formulated as aggregate value of weighted variables multiplied with the scores of each feasibility parameter. Model testing was carried out by simulation (running model), and validated with Stakeholder’s confirmation to the case study objects.
The analysis results showed that developed model could be implemented practically to assess technical feasibility of the education and training buildings. Validation to simulation results on this three objects of the training buildings in the Ministry of PUPR, i.e. Education and Training Center I Medan, Education and Training Center VI Surabaya; and Education and Training Center VII Banjarmasin, showing the achievement of feasibility value that precisely fit with actual conditions in field. The simulation could be used to assess technical feasibility of training buildings. This model could also be used as decision-making tool in strategic planning of building maintenance.
