Abstract

Institut Teknologi Sepuluh Nopember (ITS) Surabaya merupakan salah satu perguruan tinggi negeri di Surabaya. Luas tanah kampus ITS yang terletak di Keputih Sukolilo ini mencapai 188 hektar. Salah satu permasalahan yang terjadi di Kampus ITS Sukolilo adalah banyaknya lokasi genangan air yang terjadi saat musim hujan. Genangan air yang terjadi meliputi sebagian ruas jalan dengan panjang genangan mencapai 10 hingga 200 meter. Adanya genangan air tersebut diperkirakan karena elevasi jalan yang tidak sesuai dengan tipikal sistem drainase jalan dan adanya beberapa ruas jalan belum memiliki drainase. Apabila adanya genangan air tersebut terjadi pada jangka waktu yang lama, maka akan mengakibatkan kerusakan pada struktur jalan. Hal ini juga dapat mengganggu kenyamanan pengguna jalan terutama pengendara roda dua.
Salah satu teknis untuk mengevaluasi permasalahan tersebut adalah dengan melakukan pengukuran beda tinggi menggunakan alat ukur sipat datar (waterpass). Pengukuran beda tinggi meliputi pengukuran kerangka kontrol vertikal (KKV) yang dilakukan menggunakan metode double stand dan pulang-pergi dengan satu titik ikat, serta potongan melintang dengan jarak potongan per 50 meter. Analisa elevasi kemudian dilakukan berdasarkan data eksisting elevasi jalan utama kampus ITS sukolilo yang diperoleh melalu pengukuran beda tinggi.
Hasil dan pembahasan dari penelitian ini berdasarkan tipikal sistem drainase jalan yang telah ditentukan oleh Kementrian Pekerjaan Umum tahun 2006. Dari ketentuan tersebut, diketahui bahwa standar kemiringan melintang untuk badan jalan dengan material paving block yakni sebesar 2%. Hasil pengukuran profil melintang dan pengamatan kondisi lingkungan menunjukan penyebab genangan air parah di empat lokasi yakni Jalan Teknik Kimia (depan Robotika) karena tersumbatnya saluran buangan air menuju drainase dan kemiringan melintang jalan hanya sebesar 0,016%, di Jalan Teknik Kimia (depan BPPT dan Prodi Teknik Infromatika) karena tidak terdapat drainase dan kemiringan melintang jalan hanya sebesar 0,016% dan untuk Jalan Teknik Kimia (depan BPPT dan dan Gedung Research Center) terdapat kemiringan melintang jalan yang dimana punggung jalan memiliki elevasi lebih tinggi dibandingan dengan bahu jalan, serta Jalan Teknik Mesin (depan K-Mart) karena tersumbatnya saluran pembuangan air menuju danau resapan dan kemiringan melintang hanya sebesar 0,12% sehingga air tidak dapat terbuang dengan baik dan menggenangi jalan dalam jangka waktu yang cukup lama.================ Sepuluh Nopember Institute of Technology (ITS) Surabaya is one of the Public Universities in Surabaya. The land area of ITS campus located in Keputih Sukolilo is about 188 hectares. One of the problems that occurred at the campus ITS Sukolilo is the number of locations of puddles that occur during the rainy season. The puddles that occur cover part of the road with a puddle length reaching 10 to 200 meters. The existence of water puddles is estimated due to road elevation that is not in accordance with the typical road drainage system and the existence of some roads do not have drainage. If a puddle occurs over a long period of time, it will cause damage to the road structure. It can also interfere with the convenience of road users, especially for motorcycle drivers.
One of the techniques to evaluate these problems can be done by measuring high difference of the roads using a waterpass. High difference measurements include vertical control frame measurements (KKV) performed using a double stand and round-trip method with a single point of binding, as well as cross-section with a cut distance per 50 meters. The elevation analysis was then performed based on the existing main road elevation data of ITS sukolilo campus obtained by high difference measurement.
Results and discussion of this study based on the typical road drainage system that has been determined by the Ministry of Public Works in 2006. From these provisions, it is known that the cross-sectional standard for road bodies with paving block materials is 2%. The results of measurement of cross-profile and observation of environmental conditions show the cause of severe waterlogging in four locations namely Jalan Teknik Kimia (before Robotics Building) due to blockage of drainage channel to drainage and the road crossing is only 0.016%, in Jalan Teknik Kimia (before BPPT and Informatics Engineering Dept.) drainage and cross-road slopes are only 0.016% and for Jalan Teknik Kimia (in front of BPPT and and Research Center Bulding) there is a cross-sectional road where the middle of the road has higher elevation than the roadside, and Jalan Teknik Mesin (in front of K-Mart) due to the clogging of the drainage channel to the infiltration lake and the transverse slope of only 0.12% so that water can not be directed properly and inundate the road for long periods of time.
