Abstract

Keramba Jaring Apung (KJA) merupakan teknik akuakultur yang produktif dan intensif. Teknik ini dilakkukan dengan konstruksi yang tersusun dari keramba-keramba jaring yang dipasang pada rakit dan/atau alat terapung di perairan pantai. Selain KJA di sektiar pesisir, ada KJA yang didirikan di perairan laut lepas yang disebut KJA offshore. Permasalahan studi ini adalah Provinsi Jawa Timur belum memiliki kriteria-kriteria untuk menentukan lokasi KJA offshore.

Tujuan penelitian ini yaitu menentukan kriteria lokasi Keramba Jaring Apung (KJA) offshore di perairan Provinsi Jawa Timur. Untuk mencapai tujuan tersebut, dilakukan dengan 2 (dua) tahapan. Tahapan-tahapan tersebut adalah yang pertama menentukan kriteria lokasi KJA offshore menggunakan analisis Delphi. Tahapan kedua menentukan parameter lokasi KJA offshore menggunakan analisis deskriptif.

Berdasarkan hasil analisis didapatkan 17 kriteria yang digunakan untuk menentukan lokasi KJA offshore di perairan Jawa Timur. Kriteria-kriteria tersebut adalah suhu perairan, kecepatan arus, salinitas, oksigen terlarut, kedalaman laut, ketinggian gelombang, kadar keasaman, kecerahan, kecepatan angin, zat padat tersuspensi, jarak dari pantai, sosial-ekonomi, resiko bencana, sumber benih, kualitas air, kegiatan lain di sekitar KJA, dan rencana zonasi. Selanjutnya kriteria-kriteria tersebut dijabarkan menjadi parameter penentuan KJA offshore di empat kluster perairan Jawa Timur.

The Floating Net Cage (FNC) is a productive and intensive aquaculture technique. This technique is carried out by having a construction set up from the floating net cages installed at the rafts and/or at the floating equipment at the coastal waters. Apart from the FNC set up at around the coast, the FNC can also be set up at the waters of the high seas, the so-called “Offshore NFC”. We get this case study because East Java Province still has no criteria yet to determine the location of the Offshore FNC (Floating Net Cages).

The goal of this research is to determine the criteria of location to set up the Floating Net Cages (FNC) in East Java Province. There are 2 (two) stages to achieve the aforesaid goal, namely: 1) the stage to determine the criteria for location of offshore FNC by using the Delphi Analysis; and 2) the stage to determine the parameters for location of the FNC by means of Descriptive Analysis.

Based on the outputs of analysis, there found to be 17 (seventeen) criteria able to be used to determine the location of offshore FNC in East Java Province. Those criteria are as follows: the temperature of the waters, the current velocity, salinity, soluble oxygen, depth of the sea, height of the wave, the acid content, clearness of the waters, wind speed, the suspended solid substance, distance from the coast, social-economy, risks of hazard, source of seeds, water quality, other activities around the FNC, and zonation plan.
