Abstract

Kemacetan merupakan sebuah permasalahan yang harus dihadapi warga Sidoarjo. Salah satu contoh daerah rawan macet di Sidoarjo adalah Bundaran Aloha. Akibatnya Jalan Raya Waru juga mengalami kemacetan juga, khususnya pada jam berangkat dan pulang kantor. Mengingat hal tersebut sudah menjadi keharusan pemerintah memecahkan permasalahan tersebut, salah satunya dengan pembangunan flyover atau jalan layang di simpang Bundaran Aloha.
Dalam Tugas Akhir, akan dianalisis kelayakan lalu lintas dan ekonomi pembangunan Flyover Aloha. Kelayakan lalu lintas dinilai dengan membandingkan kinerja lalu lintas sebelum dan sesudah pembanguan flyover. Kinerja lalu lintas dianalisis menggunakan Pedoman Kapasitas Jalan Indonesia (PKJI) Sedangkan kelayakan ekonomi dinilai dari hasil perhitungan BCR dan NPV.
Berdasarkan hasil analisis, sebelum dibangun flyover derajat jenuh Jalan Raya Waru arah utara-selatan dan selatan-utara masing-masing 0,61 dan 1,67. Sedangkan setelah dibangun flyover, derajat jenuh Jalan Raya Waru arah utara-selatan dan selatan-utara masing-masing 0,37 dan 0,89. Untuk flyover Aloha, derajat jenuh adalah sebesar 0,47.
Berdasarkan dari analisis kelayakan dari segi ekonomi akan didapatkan nilai Benefit Cost Ratio (BCR) sebesar 2,017 >1 serta Net Present Value (NPV) sebesar Rp 935.591.217.083 > 0. Kesimpulannya, rencana pembangunan flyover Bundaran Aloha ini dapat dikatakan layak secara lalu lintas dan ekonomi.

Congestion is a problem that must be faced by citizens of Sidoarjo. The example of congestion area in Sidoarjo was Aloha Roundabout. Raya Waru highway had been affected by Aloha Roundabout congestion, especially on the morning and evening peak hour. Based on the condition, government should be solved congestion problem. One of the congestion solving efforts is develop Aloha Flyover.
Final assignment analyzed traffic and economic feasibility. Traffic feasibility is assessed by comparing traffic performance before and after flyover development. Traffic performance was analyzed by using Indonesian Road Capacity Guideline (PKJI) While the economic feasibility was assessed from the calculation of BCR and NPV.
The results of traffic feasibility analysis, before flyover development, degree of saturation in Raya Waru Highway north-south direction and south-north direction were 0,61 and 1,67 Whereas before flyover development, degree of saturation in Raya Waru Highway north-south direction and south-north direction were 0,37 and 0,89 For Aloha flyover, the degree of saturation were 0,47 .
The result of economic feasibility analysis, BCR were 2,071 or more than 1 and NPV were Rp 935.591.217.083 or more than 0. Conclusion, Aloha roundabout flyover was feasible on traffic and economic.
