Abstract

Berdasarkan data PT. Angkasa Pura II jumlah penumpang pesawat terbang terus mengalami kenaikan dimana pada tahun 2016 jumlah penumpang Jakarta-Surabaya sebanyak 5.860.096 orang dengan kenaikan rata-rata sebesar 3,87% dari tahun 2012-2016. Sedangkan berdasarkan data PT. Kereta Api Indonesia (DAOP VIII Surabaya) dari tahun 2012-2016 jumlah penumpang kereta Surabaya-Jakarta kelas eksekutif terus mengalami kenaikan rata-rata sebesar 10% dengan jumlah penumpang pada tahun 2016 sebanyak 1.176.105 orang. ditenggarai masih terpusatnya penggunaan pesawat terbang Jakarta-Surabaya, pemerintah berencana membangun kereta api cepat (high speed train) Jakarta-Surabaya untuk meningkatkan pelayanan transportasi yang meliputi antara lain kuantitas pengangkutan, kecepatan perjalanan, serta keamanan dan kenyamanan.
Penelitian ini bertujuan untuk mengetahui variabel bebas yang mempengaruhi pemilihan moda dan merumuskan model pemilihan moda transportasi antara pesawat terbang dengan kereta api cepat (high speed train) Jakarta-Surabaya yang akan dibangun oleh pemerintah. Data yang dikumpulkan diperoleh dengan menyebarkan kuisioner kepada responden pengguna pesawat terbang tujuan Jakarta-Surabaya, Surabaya-Jakarta dan Semarang-Jakarta untuk masing-masing bandara dengan menggunakan teknik stated preference dan untuk mengetahui probabilitas perpindahan penumpang pesawat terbang yang akan berpindah menggunakan kereta api cepat (high speed train) digunakan regresi logit biner.
Hasil penelitian ini diduga bahwa variabel pendapatan responden mempengaruhi dalam menentukan pemilihan moda dimana persentase responden dengan pendapatan kurang dari Rp 6.000.000,- berkisar antara 35%-55%. Semakin tinggi pendapatan responden maka semakin kecil probabilitas penumpang pesawat untuk berpindah menggunakan kerata api cepat, sedangkan semakin rendah pendapatan responden maka semakin besar probabilitas penumpang pesawat untuk berpindah menggunakan kerata api cepat. Dengan pendapatan rata-rata sebesar Rp 5.000.000,- maka probabilitas perpindahan penumpang pesawat maskapai low cost carrier Bandara Internasional Juanda sebesar 43% dan Bandara Intenasional Soekarno-Hatta sebesar 36% dengan tarif Rp 600.000 dan waktu tempuh 240 menit, serta Bandara Internasional Ahmad Yani sebesar 40% dengan tarif Rp 450.000 dan waktu tempuh 210 menit. Sedangkan probabilitas perpindahan penumpang pesawat maskapai Garuda Indonesia dengan rata pendapatan sebesar Rp 5.000.000,- untuk Bandara Internasional Juanda sebesar 55% dan Bandara Internasional Soekarno-Hatta sebesar 49% dengan tarif Rp 1.000.000 dan waktu tempuh 180 menit serta Bandara Internasional Ahmad Yani sebesar 54% dengan Tarif Rp 700.000 dan waktu tempuh 150 menit.

Based on data of PT. Angkasa Pura II, the number of aircraft passengers of Jakarta-Surabaya route continued to increase within 2012-2016. In 2016, the number of passengers in this route was 5.860.096 people with an average increase of 3,87 % within this range of years. The similar trend happened to the number of executive class train passengers of Jakarta-Surabaya route. Based on data of PT. Kereta Api Indonesia (DAOP VIII Surabaya) from 2012 to 2016, the number of executive class train passengers for this route increased with an average increase of 10% and the number of passengers in 2016 reached 1.176.106 people. With the centralized use of airplane mode between Jakarta-Surabaya, the government plans to build a high speed train of Jakarata-Surabaya corridor is to improve transportation services which include transportation quantity, travel speed, safety and comfort.
The purpose of this study is to the identify the independent variables that influence the selection of modes and model of transportation mode choice between the aircraft with Jakarta-Surabaya high speed train supposing this train built by the Government. Data have collected were obtained by distributing questionnaires to the respondents of aircraft users for Jakarta-Surabaya, Surabaya-Jakarta and Semarang-Jakarta for each airport using the stated preference technique and for knowing the probability of moving passengers of airplanes that will move by fast train used binary logit regression.
The result of this studu is assumed that income variable of respondent influence in determining mode choice where percentage of respondent with income less than IDR 6.000.000, - ranged between 35% until 55%. The higher the respondent's income the smaller the probability of the passenger of the plane to move using high speed train, while the lower the respondent's income the greater the probability of the passenger of the plane to move using the high speed train. With an average income of IDR 5.000.000, - then the probability of moving passengers of low cost carrier airlines to Juanda International Airport by 43% and Soekarno-Hatta International Airport by 36% with fare of IDR 600,000 and travel time 240 minutes, as well as Ahmad International Airport Yani by 40% with fare IDR 450.000 and travel time 210 minutes. Meanwhile, the probability of passenger movement of Garuda Indonesia airline with average revenue of Rp 5.000.000, - for Juanda International Airport by 55% and Soekarno-Hatta International Airport by 49% with fare of IDR 1,000,000 and travel time 180 minutes and Ahmad Yani International Airport of 54% with fare IDR 700.000 and travel time 150 minutes.
