Abstract

Berdasarkan data IMO, sepanjang satu tahun pelayaran dunia memuat 10 milyar ton air ballast, berikut ribuan spesies laut mikro di dalamnya. Indonesia menandatangani piagam aksesi Konvensi Ballast Water Management (BWM) pada 24 November 2015. Konvensi Ballast Water Management mewajibkan setiap kapal untuk memiliki Ballast Water Treatment System (BWTS), yang berfungsi untuk mengendalikan dan mengolah air ballast serta mematikan spesies-spesies yang terbawa air ballast. Ada dua opsi bagi pemilik kapal, yaitu yang pertama: Onboard Ballast Water Treatment System, dimana pengolahan air ballast dilakukan pada ballast water treatment system yang terpasang di kapal. Yang kedua adalah Port Based Ballast Water Treatment System, yaitu pengolahan air ballast dilakukan pada fasilitas yang terpisah dari kapal. Dalam penelitian ini dilakukan perncanaan/desain sebuah sistem external ballast water treatment berbasis tongkang. Sistem ballast treatment yang diinstall menggunakan metode filtrasi dan radiasi sinar UV, memiliki kapasitas sebesar 400 m3/h dan melayani proses treatment hanya pada saat proses deballasting kapal. Dengan menggunakan sistem external ballast water treatment berbasis tongkang ini maka kapal bisa melakukan proses deballasting sesuai dengan aturan yang disyaratkan oleh IMO tanpa perlu meng-instal sistem ballast water treatment di kapal. Tetapi kapal yang akan menggunakan sistem external ballast water treatment berbasis tongkang ini harus memodifikasi sistem pipa ballastnya terlebih dahulu. Estimasi biaya investasi yang dibutuhkan untuk sistem ini adalah Rp 7.824.556.637 dan biaya operasional sebesar Rp 3.561.952.060 dalam satu tahun dengan NPV Rp 106.656.576; IRR 14%; PP 11,27 tahun; PI 1,235. Tarif treatment air ballast adalah sebesar Rp2.001 per m3. =============== Based on IMO data, during one year of the world voyage contains 10 billion tons of ballast water, along with thousands of micro-marine species in it. Indonesia signed a charter of accession to the Ballast Water Management Convention (BWM) on November 24, 2015. The Ballast Water Management Convention requires each vessel to have a Ballast Water Treatment System (BWTS), which functions to control and process ballast water and kill ballast-borne water species . There are two options for ship owners, namely the first: Onboard Ballast Water Treatment System, where the ballast water treatment is done on the ballast water treatment system installed on the ship. The second is the Port Based Ballast Water Treatment System, which is ballast water treatment performed on facilities separate from the vessel. In this research, the planning / design of an external ballast water treatment system based on barge. Ballast treatment system installed using filtration method and UV radiation, has a capacity of 400 m3 / h and serves the treatment process only when the ship deballasting process. By using an external ballast water treatment system based on this barge then the ship can perform the deballasting process in accordance with the rules required by IMO without the need to install ballast water treatment system on board. But the ship that will use an external ballast water treatment system based on this barge must modify the ballast pipe system first. From the economic analysis that has been calculate on the system of external ballast water treatment based barge have CAPEX amounting to Rp 7,824,556,637; OPEX is Rp 3,561,952,060 with NPV: Rp 106,656,576; IRR 14%; PP 11.27 years; PI 1,235. For water ballast treatment cost is Rp2.001 per m3.
