Abstract

Perparkiran merupakan masalah yang sering dijumpai dalam hal transportasi, terutama pada lokasi yang mempunya aktivitas tinggi, salah satunya di sebuah kampus. Pada Tugas Akhir Terapan ini akan dibahas tentang kebutuhan ruang parkir yang ada di Kampus ITS Manyar. Ketersediaan ruang parkir pada Kampus ITS Manyar sering kali tidak mencukupi untuk memenuhi kebutuhan parkir yang dibutuhkan. Sehingga perlu dilakukan evaluasi terhadap kebutuhan ruang parkir dengan cara menganalisa karakteristik parkir yang ada.
Dalam melakukan evaluasi fasilitas ruang parkir, dilakukan beberapa tahap awal seperti tahap persiapan yang meliputi kegiatan mencari literatur sesuai dengan pedoman Direktorat Jenderal Perhubungan Darat 1998, setelah itu melakukan survey pendahuluan, serta mencari data parkir yang diperoleh melalui survey lapangan (data primer) dan layout lokasinya (data sekunder).
Hasil dari studi diperoleh karakteristik parkir yang meliputi: durasi parkir maksimum sebesar 600 menit untuk sepeda motor dan untuk mobil sebesar 590 menit, durasi rata-rata sepeda motor sebesar 230,45 menit dan durasi rata-rata mobil sebesar 195,41 menit. Akumulasi parkir sepeda motor sebesar 383 kendaraan dan untuk parkir mobil sebesar 56 kendaraan. Volume parkir maksimum untuk sepeda motor sebesar 180 kendaraan/jam (jam 07.00-08.00) dan untuk mobil sebesar 24 kendaraan/jam (jam 08.00-09.00). index parkir sepeda motor sebesar 106,39% dan untuk mobil sebesar 114,29%. Turnover parking sepeda motor adalah 1,91 kali dan untuk mobil adalah 1,88 kali. Kapasitas statis yang ada di Kampus Manyar sebesar 360 SRP untuk sepeda motor dan 52 SRP untuk mobil. Okupansi untuk sepeda motor sebesar 106,39% (jam 10.00-11.00) dan untuk mobil sebesar 107,69% (jam 09.00-10.00). Kebutuhan ruang parkir (KRP) yang harus disediakan untuk parkir sepeda motor dan mobil adalah sebesar 421 SRP dan 62 SRP. Dari hasil analisa perhitungan keseluruhan dapat disimpulkan bahwa kapasitas lahan parkir yang ada saat ini tidak mencukupi, masih kurang 61 SRP untuk sepeda motor dan 10 SRP untuk mobil.

Parking area is sometimes a problem in a transportation system. Especially in a location with a crowd activity such as campus. In this applied final project, the parking area needed in ITS Manyar Campus will be discussed including with the solutions. Finding an available parking area in ITS Manyar campus is sometimes a burden to its students and lecturers because in some peak hours, there are no more parking spaces available. The number of vehicle reaches out more than the availability of the parking area sometimes. That’s why evaluation and solution needed to be done to solve the parking problem by analyzing the characteristics of the parking area in ITS Manyar Campus.
There are several steps needed to evaluate the parking area facility starting from the very step which is looking for literatures or journals that will help finding the right method to evaluate the problem such as a guide book from Direktorat Jenderal Perhubungan Darat 1998. After that, a survey of the existing parking area, which classified as a primary data, is crucially needed to know the ‘before’ condition of the parking area. Then, the secondary data, which is the location’s existing layout, is also needed to support the evaluation so that the solution can be produced efficiently.
From the survey, it’s founded that the characteristics of the parking area are: 600 minutes of maximum parking duration for motorcycle, 590 minutes of maximum parking duration for car,
230,45 minutes of average parking duration for motorcycle, 195,41 minutes of average parking duration for car, 383 vehicles of parking accumulations for motorcycle, 56 vehicles of parking accumulations for car, 180 vehicles/hour of parking volume, which happened in 7AM to 8AM, 24 vehicles/hour of parking volume, which happened in 8AM to 9PM, 106,39% of index parking for motorcycle and 114,29% of index parking for car, 1,91 times of turnover parking for motorcycle, 1,88 times of turnover parking for car. For the static capacity, ITS Manyar Campus has 360SRP for motorcycle and 52 SRP for car. The occupancy of motorcycle is 106,39% which happened in 10AM to 11AM while the occupancy of car is 107,69% which happened in 9AM to 10AM. The parking area needed (KRP) for motorcycle and car are 421 SRP and 62 SRP. From the overall calculation and analyzation, what can be concluded is the capacity of the existing parking area is not enough, there are still 61 SRP needed for motorcycle and 10 SRP needed fo car.
