Abstract

Proyek pembangunan suatu gedung merupakan sebuah proyek dengan sumber daya tertentu dan batas waktu tertentu untuk mendapatkan hasil konstruksi. Untuk mengefisienkan waktu pengerjaan, Proyek Spazio Tower 2 Surabaya menggunakan metode Top Down. Namun dalam pelaksanaannya pasti terdapat risiko-risiko. Oleh karena itu diperlukan pengelolaan risiko yang baik untuk mendapatkan hasil yang diinginkan. Tujuan dari penelitian ini adalah untuk mengidentifikasi risiko pada pelaksanaan konstruksi proyek Spazio Tower 2 Surabaya serta bagaimana respon risikonya.
Identifikasi risiko dengan menggunakan Risk Breakdown Structure (RBS). Pengklasifiksaian resiko antara dampak dan intensitas dengan menggunakan Pobability impact grid. Selanjutnya analisis risiko menggunakan Analytical Network Process (ANP). ANP sesuai diterapkan pada pengambilan keputusan yang menghadapi factor-faktor yang saling berhubungan serta umpan balik secara sistematik.
Melalui RBS dapat di tunjukkan 7 kelompok risiko dengan 24 item risiko. Dengan responden expert, hasil ANP menunjukkan bahwa kelompok risiko yang paling dominan diantara kelompok risiko lain adalah risiko fisik. Sedangkan diantara 24 item risiko, risiko salah pelaksanaan dan risiko kondisi aktual tidak sesuai dengan rencana merupakan risiko yang paling dominan. Selanjutnya dari para pakar diperoleh rekomendasi solusi untuk risiko yang dominan tersebut yaitu dengan memberikan training, memperketat evaluasi, dan selalu melakukan contingency plan

A building construction project is a project using certain resources and certain time limit in order to obtain a construction output. To make the executing time more efficient, the Surabaya Spazio Tower 2 Project applies the Top Down Method. However, on its implementation there must be some risks. That is why a good risk management is required in order to obtain the intended outputs. The objective of this research is to identify the risks in the implementation of the Surabaya Spazio Tower 2 Construction Project as well as its response to the said risks.
The risk identification is conducted by using the Risk Breakdown Structure (RBS). The Risk Classification between the Impact and its Intensity is carried out by using the Probability Impact Grid. Further, the risk analysis is done by using the Analytical Network Process (ANP). The suitable ANP is applied in decision making dealing with the inter-related factors as well as the feed back systematically.
Through the RBS, the 7 (seven) groups of risks can be indicated by 24 (twenty four) risk items. Using the respondents consisting of the Experts, it is revealed that the ANP outputs show that the most dominant risk group among the risk groups is the Physical Risk. Whereas among the 24 (twenty four) risk items, the Wrong Implementation Risk and the Actual Condition Risk not in conformity with the Plan become the most dominant risks. Then, the Experts give a recommendation for solution of the aforesaid dominant risk, namely by giving a training, making strict evaluation and always carrying out the Contingency Plan.
