Abstract

Terdapat berbagai permasalahan yang terjadi pada sektor hilir rantai pasok rumput laut Jawa Timur, sehingga semakin menghambat perkembangan rumput laut. Permasalahan seperti kualitas produk olahan rumput laut menurun, harga bahan baku rumput laut kering yang tidak stabil, hingga kesulitan mendapatkan space pada kapal saat pengiriman dialami oleh para industri pengolahan rumput laut. Dengan metode identifikasi manajemen risiko pada rantai pasok yang ditunjang dengan strategi biaya dengan menggunakan Monte Carlo Simulation untuk menyempurnakan hasil identifikasi risiko, maka diharapkan dapat menghasilkan strategi alternatif mitigasi serta membandingkan efektifitas dari biaya dan strategi risiko dalam pengelolaan risiko rantai pasok rumput laut. Berdasarkan pengelompokan stakeholder maka stakeholder yang memberikan penilain terkait outbound logistics rumput laut di Jawa Timur ada 4, yakni perusahaan eksportir, perusahaan pemasok lokal, penyedia jasa logistik ekspor, serta instansi pemerintahan adalah Dinas Perindustrian dan Perdagangan Jawa Timur. Setelah melakukan wawancara dengan seluruh stakeholder, terdapat 17 kejadian risiko dimana waktu pengiriman lama menjadi prioritas dan 15 penyebab risiko dimana pasokan rumput laut menurun menjadi prioritas. Berdasarkan hasil analisa, maka terdapat 24 usulan tindakan mitigasi yang dapat dilakukan dan salah satu yang menjadi prioritas adalah melakukan pelatihan terkait "incoterm". Berbagai tindakan mitigasi prioritas kemudian dilakukan simulasi biaya sehingga total estimasi kerugian ketika terjadinya kejadian risiko yang dapat ditangani oleh berbagai tindakan mitigasi yakni sebesar Rp 83,277,103,000. Kerugian tersebut dapat semakin berkurang jika dilakukan tindakan mitigasi yang hanya membutuhkan biaya sebesar Rp 21,950,000,000 (untuk kemungkinan berhasil 100%).

There are various problems that occur in the downstream sector of East Java seaweed supply chain, thus further hampering the development of seaweed. Problems such as the decreasing quality of seaweed processed products, the unstable price of dried seaweed, and also the difficulty of getting space on the ship experienced by the seaweed processing industry during shipment. With the risk management identification method in supply chain supported by cost strategy by using Monte Carlo Simulation to improve the result, it is expected to help the development of Indonesian seaweed industry. Based on stakeholder grouping, stakeholders who give an examination related to outbound logistics of seaweed in East Java are 4, which consists of exporter company, local supplier company, export logistics service provider, and government agency is East Java Industry & Trade Office. After conducting interviews with all stakeholders, there are 17 risk events where long delivery times is a priority and 15 risk causes where seaweed supplies decreased is a priority. Based on the results of the analysis, there are 24 proposed mitigation actions that can be done and one of the priorities is to conduct training related to "incoterm". Several priorities mitigation actions are then performed as cost simulations so that the total estimated loss of risk events that can be handled is Rp 83,277,103,000. However, such losses can be reduced if followed by some mitigation actions which requires only Rp 21,950,000,000 (for a 100% probability of success).
