Abstract

Pengendalian biaya dan waktu merupakan bagian yang penting dalam pelaksanaan proyek perbaikan kapal perang. Penelitian ini mengambil studi kasus sebuah proyek perbaikan kapal perang dengan biaya Rp 21.005.147.578,05 dengan durasi waktu 438 hari yang mengalami keterlambatan. Penelitian ini memperkirakan biaya dan durasi akhir proyek dan usaha optimalisasi proyek. Keterlambatan proyek dikendalikan menggunakan metode earned value analysis, sedangkan optimalisasi dilakukan dengan mempertimbangkan perpendekan durasi proyek dan dampak biayanya berdasarkan metode crash. Berdasarkan hasil evaluasi diketahui bahwa proyek terlambat 10% dari rencana pada peninjauan bulan Desember 2017. Keterlambatan ini menyebabkan proyek perlu dijadwal ulang atau reschedule. Penjadwalan ulang dilakukan dengan penambahan sumber daya manusia, pemberlakuan jam lembur, penambahan pekerja, menyusun urutan pekerjaan, serta melakukan crash program. Beberapa pekerjaan mengalami perubahan durasi. Berdasarkan perhitungan earned value analysis, ternyata proyek mengalami keterlambatan, over budget dan mendapatkan denda keterlambatan proyek . Hasil dari perhitungan earned value analysis perkiraan durasi penyelesaian proyek adalah 542 hari, sedangkan biaya total di akhir proyek adalah Rp 29.338.653.060,79. Setelah optimalisasi dilakukan berdasarkan data penjadwalan ulang, kemudian dilakukan upaya percepatan durasi proyek. Terdapat dua skenario optimalisasi proyek yaitu memberlakukan jam lembur dan penambahan pekerja. Durasi optimal didapatkan 392 hari. Rekapitulasi total biaya skenario 1 dengan penambahan pekerja adalah Rp 20.626.438.527,30. Rekapitulasi total biaya skenario 2 pekerjaan dikerjakan lembur adalah Rp 20.511.500.260,22. Maka, skenario yang dapat digunakan PT XYZ untuk mereduksi kerugian adalah dengan menerapkan sistem lembur (skenario 2) pada pekerja dengan total biaya Rp 20.511.500.260,22.

Duration and costs variable are the most essential part in the implementation of Warship Repair Projects which has significantly impacting on project arrangement. To look at deep inside of those important variables, this research took a case study of WarShip Repair Project which has costly by Rp 21.005.147.578,05 and 438 days duration where has delays from its arrangement. We apply for analyzing duration and cost estimation and also optimization approach to obtain optimum scenario for this case. Project delays is controlled by earned value analysis method, while optimization plan execute by considering the shortening of project duration and cost impact based on crash method. Based on the evaluation results, we discover that the project was 10% delayed from its arrangement on December 2017, this circumstances causes the project to be rescheduled. Rescheduling could be implemented by addition of human resources, overtime work, rearrangement of work sequences, and applying crash program. The calculation result by earned value analysis shows that optimum project duration completed by running 542 days, while the total cost in the end of the project is Rp. 29.338.653.060,79. And there are two scenarios of project optimization; by adding overtime hours and by adding the amount of workers. The optimum duration results are 392 days. For the first scenario by increasing number of workers has total cost of Rp 20.626.438.527,30. On the other hand the second scenario by applying overtime hours has total cost of Rp 20.511.500.260,22. Thus, the best scenario in terms of reducing losses for PT XYZ is going to apply overtime works hours (scenario two) to their employees with total cost of Rp 20.511.500.260,22.
