Abstract

Pengadaan barang dan jasa yang dilakukan secara elektronik oleh Lembaga Satuan Kerja Perangakat Daerah di Indonesia, masih banyak mengalami permasalahan dalam melakukan implementasi sistem pengadaan barang dan jasa secara elektronik. Oleh karena itu, perlu adanya peran sosioteknikal dalam melakukan pengembangan dan implementasi e-procurement (Hardy dan William, 2008). Sosioteknikal merupakan konsep dari makro ergonomi yang memiliki prinsip menyeimbangkan antara sosial dan teknis dalam menjalankan suatu sistem. Sehingga, pada penelitian ini memiliki beberapa tujuan diantaranya menentukan aspek ergonomi makro yang dapat menentukan keberhasilan e-procurement. Kemudian memberikan rekomendasi strategi implementasi serta menentukan Key Performance indicator. Untuk dapat menentukan aspek ergonomi makro yang memiliki peran penting didalam keberhasilan e-procurement, maka dilakukan pembobotan dengan menggunakan Fuzzy AHP. Sehingga dapat dihasilkan bahwa aspek ergonomi makro terdiri atas Aspek teknologi dengan nilai bobot 0.30, Aspek Sistem Informasi dengan nilai bobot 0.25, Aspek Sumber daya manusia dengan nilai bobot 0.21, Aspek organisasi dengan nilai bobot 0.09, Aspek Tugas/Aktifitas dengan nilai bobot 0.09, dan Lingkungan Fisik dengan nilai bobot 0.06. Adapun rekomendasi strategi implementasi terdiri atas Pengembangan infrastruktur dengan nilai bobot 0.3108 , membangun komitmen pemimpin dengan nilai bobot 0.3103, meningkatkan kapasitas sumber daya manusia dengan nilai bobot 0.2649, dan meningkatkan kerja sama dengan nilai bobot 0.1138. Serta Key Performance Indicator pada strategi implementasi e-procurement pada Satuan Kerja Perangkat Daerah terdiri atas 21 KPI yang diperoleh dari aspek-aspek ergonomi makro yang menjadi prioritas dalam menentukan keberhasilan e-procurement. ========================================================================================================== Procurement of goods and services made electronically by the Institute of Regional equipment Unit in Indonesia, many experience problems with implementing the system of procurement of goods and services electronically. Therefore, the need for sociotechnical role in conducting the development and implementation of e-procurement (Hardy and William, 2008). Sociotechnical is the concept of macro-ergonomics have a balance between the principle of social and technical in the running system. Thus, in this study has several objectives including ergonomic aspects determine macro that can determine the success of e-procurement. Then give a recommendation implementation strategy and define key performance indicators. To be able to determine the ergonomic aspects of macro that has an important role in the success of eprocurement, it is weighted by using Fuzzy AHP. So it can be produced that consists of a macro ergonomic aspects Technological aspects with the weights 0.30, aspects of Information Systems with 00.25 weight value, Aspects of human resources with a 00.21 weight value, Organizational aspects with the weights 0.09, Aspect task/activity with 00.09 weight value, and the physical environment with 00.06 weight value. As for the recommendation implementation strategy consists of infrastructure development with a value of 0.3108 weight, build leadership commitment to 0.3103 weight value, increasing the capacity of human resources with the weight value 0.2649, and increasing cooperation with the weight values 0.1138. And Key Performance Indicators on e-procurement implementation strategies at the regional work units consisting of 21 KPI derived from aspects of macro ergonomics is a priority in determining the success of eprocurement.
