Abstract

Kawasan Tunjungan dan Kawasan Blauran adalah kawasan – kawasan yang merupakan titik pusat kegiatan di Kota Surabaya dan juga memiliki parkir tepi jalan. Kedua kawasan ini mempunyai keadaan lalu lintas yang padat dengan derajat kejenuhan jalan – jalan di kawasan tersebut dalam kategori tidak stabil serta merupakan kawasan yang termasuk dalam peraturan parkir zona dengan tarif lebih tinggi. Maka dari itu, implementasi kebijakan parkir yang telah ditetapkan diharapkan dapat mengurangi pengunaan kendaraan pribadi ke pusat kota Dalam praktiknya di berbagai kota, kebijakan parkir akan memberikan pengaruh terhadap perilaku parkir, oleh karena itu penelitian ini bertujuan untuk menyusun model dan mengetahui bagaimana faktor – faktor yang memengaruhi pemilihan on-street parking. Untuk mencapai tujuan penelitian ini, maka terdapat tiga sasaran dalam penelitian yaitu: 1) mengidentifikasi karakteristik pelaku parkir dan perilaku perjalannnya di Kawasan Tunjungan dan Blauran Kota Surabaya dengan analisa statistik deskriptif, 2) mengidentifikasi karaktersitik on-street parking di Kawasan Tunjungan dan Blauran Kota Surabaya dengan analisa statsitik deskriptif, 3) menganalisis faktor – faktor yang memengaruhi pemilihan on-street parking pada Kawasan Tunjungan dan Blauran Kota Surabaya menggunakan metode Stated Preference dan analsa Regresi Logistik Biner. Dari hasil penelitian ini diketahui bahwa variabel yang memengaruhi pemilihan on-street parking pada pengguna parkir kendaraan bermotor roda dua adalah pendapatan, durasi parkir, dan biaya parkir. Untuk kendaraan bermotor roda dua, ketika tarif parkir meningkat menjadi Rp 6.000, probabilitas pemilihan on-street parking akan sangat sensitif berubah untuk tidak parkir, sedangkan untuk pembatasan durasi parkir, peluangnya akan mulai sensitif berubah di pembatasan waktu parkir 1 jam. Pada pengguna parkir kendaraan bermotor roda empat, variabel – variabel yang memengaruhi pemilihan on-street parking adalah usia, maksud perjalanan, durasi parkir, dan jarak berjalan kaki. Pada kendaraan motor roda empat, pembatasan durasi parkir memberikan pengaruh terhadap peluang pemilihan on-street parking, dimana saat pembatasan waktu per 15 menit probabilitas pemilihan parkirnya sudah mulai berubah dan perubahan probabilitas terbesar jika pembatasan waktu parkir antara 1 hingga 2 jam. Perubahan tarif parkir yang semakin tinggi dan pembatasan durasi parkir yang semakin pendek, akan menurunkan probabilitas pemilihan on-street parking dalam zona.

Tunjungan and Blauran are the city center of Surabaya city which also has on-street parking facilities. Both of these areas have a heavy traffic condition with its road degree of saturations are in unstable category. Tunjungan and Blauran are also the areas where Parkir Zona (Parking Zone) regulation implemented, which in this regulation both of the areas have the higher parking rates. Therefore, the implementation of this parking policies is expected to reduce the use of private vehicles to the city center. In many practices in various cities, parking policies has affected the parking behavior thus this study aims to develop models and find about how factors affect on on-street parking choices.
In order to achieve those objectives, this study has three step targets: 1) identifying the characteristic of the parker subjects and their travel behavior in Tunjungan and Blauran areas of Surabaya City with descriptive statistical analysis; 2) identifying the characteristics of on-street parking in Tunjungan and Blauran areas of Surabaya City also with descriptive statistical analysis; and 3) analyzing factors influencing on-street parking choices in Tunjungan and Blauran areas of Surabaya using Stated Preference Method and Binary Logistic Regression. This study found that the variables which influence on-street parking choices on the users of two-wheeled vehicles are income, parking duration, and parking fees. For two-wheeled vehicles, when parking rates increase to Rp 6.000, the probability of on-street parking selection will be very sensitive to switch to not park, whereas for time restriction, the chances will start to be sensitively changed in the time restriction of 1 hour. As for the parking users of four-wheeled vehicles, the variables that influence on-street parking choices are age, trip purpose, parking duration, and walking distance. In a four-wheeled vehicle, the time restrictions influence on-street parking selection opportunities, where time limits per 15 minutes of parking selection probabilities are already beginning to change to not park and the biggest probability changes if parking time restrictions are between 1 to 2 hours where people will likely to choose to stay park. Changes in higher parking rates and shorter parking time restrictions will lower the probability of choosing on-street parking within the zone.
