Abstract

Rumah merupakan kebutuhan dasar yang penting dan harus dipenuhi. Pembangunan rumah susun sederhana sewa (rusunawa) merupakan kebijakan mengatasi masalah permukiman kumuh dan backlog (kebutuhan rumah layak huni) bagi masyarakat berpenghasilan rendah (MBR) di kawasan perkotaan. Selama ini pembangunan rusunawa hanya dievaluasi dari segi kinerja bangunan gedung saja (Post Occupancy Evaluation) namun tidak mempertimbangkan dampak sosial ekonomi dan pengaruhnya terhadap kualitas hidup penghuni. Konsep “livability” pada rusunawa merupakan hal penting untuk meningkatkan kondisi kualitas hidup penghuni. Rusunawa Dandangan merupakan rusunawa pertama yang dibangun di kota Kediri dan diperuntukkan bagi MBR yang tinggal di permukiman kumuh serta buruh di kawasan Industri kota Kediri.
Tujuan dari penelitian ini adalah untuk menilai livability di Rusunawa Dandangan Kota Kediri. Metode untuk menentukan kriteria livability Rusunawa dengan Expert Judgement melibatkan empat responden ahli di bidang perumahan dan permukiman (khususnya rusunawa) dan penilaian kondisi livability Rusunawa Dandangan dengan Service Quality (gap analysis) berdasarkan persepsi tingkat kepuasaan penghuni.
Penelitian ini menghasilkan 44 kriteria livability Rusunawa yang dibagi kedalam enam aspek yakni fisik hunian, keamanan dan keselamatan, keterjangkauan fasilitas umum, amenitas rusunawa, interaksi sosial dan ekonomi. Hasil penilaian livability Rusunawa Dandangan pada kategori sedang dengan nilai gap -0,69. Selain itu, terdapat perbedaan persepsi dalam menilai kondisi kelayakhunian Rusunawa Dandangan. Penghuni ex-permukiman kumuh memiliki persepsi penilaian yang lebih baik (nilai gap-0.613) dibandingkan nilai gap pada penghuni MBR (blok C,D dan E) yakni -0,739. Aspek livability rusunawa yang paling penting adalah keamanan dan keselamatan.

Home is an important basic need and must be fulfilled. The construction of a simple rental apartment (rusunawa) is a policy to overcome the problem of slums and backlogs (low-cost housing needs) for low-income populace (MBR) in urban areas. So far, the development of rusunawa is only evaluated in terms of performance of the building only (Post Occupancy Evaluation) but does not consider the socio-economic impact and its impact on the quality of life of the residents. The concept of "livability" in rusunawa is important to improve the quality of life of residents. Rusunawa Dandangan is the first rusunawa built in the town of Kediri and destined for MBR who live in slums and laborers in the industrial area of Kediri. The purpose of this research is to assess livability in Rusunawa Dandangan in the City of Kediri.
The method for determining livability criteria is Expert Judgment involving four respondents in residential and residential area (especially rusunawa) and assessment of livability condition of Rusunawa Dandangan with Service Quality (gap analysis) based on perception of satisfaction level of occupant. This research resulted 44 livability criteria of Rusunawa which were divided into six aspects, namely physical building, security and safety, accesibility of public facilities, rusunawa amenities, social interaction and economic.
Result of livability assessment of Rusunawa Dandangan in medium category with gap value -0.69. In addition, there is a difference of perception in assessing livability of Rusunawa Dandangan. In addition, ex-slum dwellers (block A & B) have a better perception on Rusunawa Dandangan livability assessment, which is indicated by a gap valueof -0,613 lower than the gap score of MBR inhabitants (block C,D & E) of -0,739. The most important aspect of livability is safety dan security.
