Abstract

Permasalahan sampah di Jakarta sudah memasuki level yang kronis. Tiap harinya, ibukota harus menampung beban sampah sebesar 7.000 ton. Penanganan sampah melalui metode landfill sudah tidak efektif lagi dan banyak menimbulkan kerusakan lingkungan dan masalah ekonomi, seperti yang terjadi di TPST Bantar Gebang. Oleh karena itu, pemerintah berencana untuk membangun Intermediete Treatment Facility (ITF) DI Sunter yang dilengkapi dengan Incinerator. Dengan adanya ITF yang mampu membakar sampah sebanyak 1000 ton perhari ini, Pemprov berharap permasalahan sampah dapat diselesaikan. Namun kebanyakan bangunan incinerator yang ada saat ini tidak begitu memperhatikan standard kenyamanan dan lingkungan dalam perancangannya. Faham Fungsionalisme yang berkembang sejak awal abad ke 20 menyebabkan bangunan dasilitas seperti incinerator dirancang hanya sebagau pembungkus mesin tanpa memperhatikan keadaan lingkungan sekitar dan kenyamanan penggunanya. Akibatnya permasalahan udara seringkali terjadi menyebabkan para pekerja fasilitas incinerator terancam berbagai penyakit berbahaya dan juga polusi bau yang merambah ke lingkungan sekitar incinerator.
ITF Sunter merupakan suatu bangunan fasilitas pengolahan sampah yang memanfaatkan pergerakan udara untak mencegah bau keluar dari kawasan dan memberikan penghawaan yang baik di dalam lingkungan bangunan. Tidak hanya sebagai pengelola sampah, ITF Sunter juga menawarkan fasilitas edukasi dan rekreasi bagi masyarakat umum.

The waste problem in Jakarta has entered into such chronic level. Every day, Jakarta must accommodate 7,000 tons of waste load. Handling of waste through landfill method has deemed ineffective and caused many damage to the environment and economic problems, as happened in TPST Bantar Gebang. Therefore, the government plans to build an Intermediate Treatment Facility (ITF) at Sunter that equipped with Incinerator. With the ITF ability of burning 1000 tons of waste per day, the provincial government hopes the problem can be solved.
But many of the incinerator facilities that are currently active doesn't concern itself with the standard of comfort and environment in its design. The Functionalism movement that developed since the beginning of the 20th century cause facilities such as incinerator to be designed only to house the machine without understanding and respecting its surrounding environment and comfort of its users. Frequent air problems that happened leads to the workers to be threatened by various dangerous diseases, odor pollution as well disperse into its surroundings.
ITF Sunter is a building of a waste treatment facility that utilizes air flow concept to prevent odor escape from the area and provides a good air qualities in the building environment. Not only it acts as a waste management facility, ITF Sunter also offers educational and recreational facilities for the public.
