Abstract

Perubahan lahan pertanian telah menjadi fenomena akan dampak dari perkembangan penduduk. Di Kabupaten Karanganyar hingga tahun 2016 pertumbuhan penduduk mencapai 0,9% /tahun, sementara luas lahan yang tersedia relatif tetap. Ditinjau dari kondisi fisik dan lingkungannya konversi lahan pertanian dipengaruhi olah adanya perkembangan industri dan permukiman, dilalui jalan nasional dan dampak sprawl dari Kota Surakarta. Untuk mengendalikan konversi lahan pertanian perlu ditetapkan lahan pertanian pangan berkelanjutan (LP2B) yang termuat dalam UU Nomor 41 Tahun 2009. Pasalnya hingga tahun 2017, rencana LP2B Kabupaten Karanganyar telah mengalami penurunan sebesar 706.26 Ha dikarenakan belum diperdakannya dokumen LP2B tersebut. Sehingga perlu dialokasikan LP2B pengganti guna memenuhi swasembada pangan. Melalui software LanduseSim dengan pendekatan cellular automata dipadukan dengan software Geographic Information System, merupakan alternatif pengembangan jenis software didalam dunia perencanaan berbebasis prediksi. Ditujukan untuk meminimalisir dampak perubahan lahan yang muncul pada masa yang akan datang. Tujuan dari penelitian ini adalah untuk merumuskan model spasial alokasi peruntukan LP2B pengganti berbasis prediksi perubahan lahan pertanian di Kabupaten Karanganyar tahun 2038. Sasaran pertama mengidentifikasi deviasi antara penggunaan lahan terhadap rencana LP2B di Kabupaten Karanganyar. Berikutnya menentukan variabel berpengaruh terhadap perubahan lahan dan variabel kesesuaian LP2B di Kabupaten Karanganyar menggunakan Analytical Hierarchi Process (AHP). Terakhir memodelkan lahan yang berpotensi sebagai lahan pertanian pangan berkelanjutan berbasis Cellular Automata. Hasil dari proyeksi menunjukan bahwa terjadi konversi rencana LP2B seluas 1073.16 Ha. Sehingga total penurunan LP2B yang terjadi seluas 1779.42 Ha. Hasil simulasi LP2B pengganti dialokasikan pada hampir seluruh kecamatan di Kabupaten Karanganyar kecuali Kecamatan Ngargoyoso. ========================================================================================================== Changes in agricultural land have become a phenomenon of the impact of population development. In Karanganyar Regency until 2016 population growth reached 0.9% /year, while available land area was relatively fixed. Judging from physical and environmental conditions the conversion of agricultural land is influenced by development of industry and settlements, traversed by national roads and impact of sprawl from Surakarta City. To control the conversion of agricultural land, it is necessary to establish sustainable food agricultural land (LP2B) that contained in UU No. 41/2009. The reason is that until 2017, the LP2B plan for Karanganyar Regency has decreased by 706.26 Ha due to the absence of the LP2B document. So that a replacement LP2B needs to be allocated to meet food selfsufficiency. Through the LanduseSim software with the cellular automata approach integrated with Geographic Information System software, it is an alternative type of software development in the world of planning based on prediction. Aimed at minimizing the impact of land changes that arise in the future. The purpose of this research was to formulate a spatial model of replacement LP2B allocation based on projection of agricultural land change in Karanganyar Regency in 2038. The first target was to identify the deviation between existing land use and the LP2B plan in Karanganyar Regency. Next determine the variables influencing land change and the suitability variable of LP2B in Karanganyar Regency using Analytical Hierarchy Process (AHP). Finally, modeling land that has the potential as a sustainable food agricultural land based on Cellular Automata. The results of projection shows that there is a conversion of LP2B plan of 1073.16 Ha. So, the total decrease of LP2B that happened 1779.42 Ha. The result of LP2B simulation are allocated to almost all sub-districts in Karanganyar Regency except Ngargoyoso District.
