Abstract

Program Tol Laut merupakan upaya Pemerintah untuk mengurangi perbedaan harga antara Kawasan Barat Indonesia dengan Kawasan Timur Indonesia dengan cara mengoperasikan kapal yang melayani secara rutin dan terjadwal sehingga dapat menjangkau dan mendistribusikan logistik ke daerah tertinggal, terpencil, terluar, perbatasan dan untuk menjamin ketersediaan barang dan mengurangi disparitas harga guna meningkatkan kesejahteraan masyarakat. Dalam pelaksanaan nya perlu dilakukan sebuah evalusi dampak terhadap Disparitas Harga dan menganalisis bahwa Disparitas Harga adalah salah satu fungsi dari variable transportasi. Perhitungan dilakukan dengan membandingkan harga kebutuhan pokok sebelum Tol Laut dan sesudah Program Tol Laut beroperasi. Tol Laut berdampak positif dalam penurunan harga kebutuhan pokok di daerah tujuan Tol Laut, dari hasil penelitian penurunan harga terjadi 11% sampai 20%. Disparitas Harga adalah pengaruh dari jarak, sehingga penambahan jarak akan menyebabkan perbedaan harga di tiap tiap daerah. Perbedaan harga antara Kota Surabaya dan Kota Kalabahi yang berjarak 733 Nm. Harga di Surabaya untuk Beras Rp. 9,442/Kg dikarenakan faktor jarak ditambah margin keuntungan maka harga Beras di Kota Kalabahi sebesar Rp. 10,662/Kg, harga beras di kota Rote sebesar Rp. 10,679, dan harga beras di kota moa sebesar Rp. 10,689/Kg. Rekomendasi kebijakan perubahan pola operasi menjadi multiport dengan memperhitungkan muatan naik dan muatan turun dengan rute Surabaya-Kalabahi-Moa-Rote-Sabu-Surabaya dengan jarak 2,050 NM dan kecepatan 11.62 Knot sehingga biaya tiap voyage menjadi 1,344.80 Jt-Rp/R.Trip dan berdampak terhadap jumlah frekuensi dalam satu tahun menjadi 23 frekuensi/Tahun. ==================================================================================================== The Tol Laut Program is an attempt by the Government to reduce the price difference between the Western Region of Indonesia and Eastern Indonesia by operating regular and scheduled ships so as to reach and distribute logistics to disadvantaged, remote, outlying, border areas and to ensure the availability of goods and to reduce price disparity in order to improve the people's welfare. In its implementation it is necessary to conduct an evaluation of the impact on Price Disparity and to analyze that Price Disparity is one of the functions of sea transport variables. The calculation is done by comparing the price of basic necessities before the Sea Toll and after the Sea Toll Program operates. The sea toll has a positive impact on the decline in the price of basic commodities in the Toll sea destination, from the results of the research the price drop occurs 11% to 20%. Price Disparity is the effect of distance, so the addition of distance will cause the price difference in each region. The price difference between Surabaya City and Kalabahi City is 733 Nm. Price in Surabaya for Rice Rp. 9,442 / Kg due to distance factor plus profit margin then price of Rice in Town of Kalabahi equal to Rp. 10,662 / Kg, the price of rice in Rote city is Rp. 10,679, and the price of rice in moa city is Rp. 10,689 / Kg. The policy recommendation to change the operation pattern to multiport by taking into account the rising and down load with the Surabaya-Kalabahi-Moa-Rote-Sabu-Surabaya route with a distance of 2.050 NM and the speed of 11.62 Knots so that the cost of each voyage becomes 1,344.80 Jt-Rp / R.Trip and impact of the number of frequencies in one year to 23 frequency / year.
