Abstract

Kinerja pelabuhan yang efektif diperlukan untuk kelancaran supply produk dari suatu industri. Ketidakefektifan suatu layanan pada pelabuhan akan menyebabkan demurrage yang dapat merugikan perusahaan. Pada pelabuhan khusus milik salah satu perusahaan pupuk nusantara, kinerja proses pemuatan dievaluasi dari waktu pemuatan kapal, serta besaran nilai demurrage. Pada tahun 2017 terdapat 118 kejadian kapal mengalami demurrage dengan total biaya yang dibayarkan adalah US $ 965.803 /tahun . Hal tersebut terjadi karena tingginya waktu idle serta sedikitnya waktu efektif. Tujuan penelitian ini adalah menentukan alternatif terbaik sebagai upaya penurunan biaya demurrage dengan metode simulasi diskrit. Skenario perbaikan yang diusulkan adalah menghapuskan waktu trimming, menambahkan jangkauan loader, membuat pola maintenance alat, serta menambah produktivitas alat muat masing – masing menjadi 2.000 ton/jam. Hasil penelitian dengan penambahan produktivitas menjadi 2000 ton/jam merupakan alternatif terbaik. Alternatif dengan nilai investasi sebesar US $ 1.725.000 atau setara dengan 25.090 Jt-Rp ini mampu menurunkan biaya demurrage sebesar 85,1% dari kondisi saat ini. Sehingga didapatkan penghematan biaya sebesar US $ 1.104.877/tahun atau setara dengan 14.363 Jt-Rp/tahun. At a special stage of one of the big fertilizer companies in Indonesia, the performance of the process is evaluated from the loading time of the vessel, as well as the large number of demurrage. In 2017 there are 118 demurrage ship incidents with total cost incurred is US $ 965.803 / year. This happens because the high value of idle time and the effective time is low. The purpose of this study is to determine demurrage, by shortening the time and increasing the effective time. Alternative determination is done by discrete simulation method. The proposed improvement scenarios are to eliminate trimming time cuts, add multiple reach of loaders, create tool maintenance patterns, and also add each productivity of tools into 2.000 ton/ hour. The results of the study with the addition of productivity to 2000 ton/ hour is the best alternative. Alternative with investment value of US $ 1.725.000 or equivalent to 25.090 Million-Rp is able to decrease demurrage cost of 85.1% from the current condition. So we get cost savings of US $ 1.104.877/ year or equivalent to 14.363 Million-Rp/ year. Keyword: Demurrage Cost, Discrete Simulation, Port
