Abstract

Pesatnya pertumbuhan pergerakan pesawat mengharuskan pihak pengelola Bandara Internasional Juanda Surabaya untuk melakukan pengembangan pada runway. Tahun 2017 kondisi struktur perkerasan runway memiliki PCN 94 F/D/X/T belum mampu melayani jenis pesawat berbadan lebar dengan kondisi MTOW (Maximum Take-Off Weight). Penelitian ini bertujuan untuk menganalisis struktur perkerasan lentur runway dengan menggunakan program bantu perencanaan struktur perkerasan bandara. Digunakan beberapa program bantu untuk perencanaan struktur perkerasan lentur runway yaitu COMFAA, FAARFIELD dan LEDFAA. Program bantu tersebut dikembangkan oleh FAA (Federal Aviation Administration). Masing-masing program bantu menggunakan pendekatan metode yang berbeda-beda seperti teori ACN/PCN, lapisan elastis dan metode elemen hingga. Metode-metode tersebut menyatakan titik tolak dari kebijakan perencanaan perkerasan yang akan menyebabkan penentapan tebal yang berbeda. Tahap preview pada program bantu dilakukan untuk mengidentifikasi kebutuhan input data pada masing-masing program bantu. Kebutuhan data pergerakan pesawat yang berasal dari PT. Angkasa Pura I diolah untuk melakukan peramalan jumlah dan komposisi pesawat yang beroperasi pada tahun rencana perencanaan struktur perkerasan. Kemudian dilakukan konsistensi hasil analisis program bantu COMFAA, FAARFIELD dan LEDFAA dalam menghasilkan tebal overlay dengan kondisi eksisting perkerasan lentur di runway Bandara Juanda. Dari hasil analisa yang telah dilakukan diperoleh output program bantu yang memiliki kecendrungan dengan kondisi tebal overlay eksisting perkerasan lentur di runway Bandara Juanda yaitu COMFAA sebesar 87%, FAARFIELD sebesar 86% dan LEDFAA sebesar 49%. Program bantu COMFAA mayoritas menghasilkan tebal overlay dibawah kondisi eksisting sedangkan FAARFIELD dan LEDFAA mayoritas menghasilkan tebal overlay diatas kondisi eksisting. =================================================================================================== The rapid growth of aircraft movements requires the management of the Juanda International Airport Surabaya to develop the runway. In 2017 the condition of the runway pavement structure has a 94 F/D/X/T PCN which has not been able to serve the wide body type with MTOW (Maximum Take-Off Weight) condition. This study aims to analyze the structure of runway flexible pavement using an airport pavement structure planning assistance program. Several auxiliary programs are used to plan runway flexible pavement, namely COMFAA, FAARFIELD and LEDFAA. The assistance program was developed by the FAA (Federal Aviation Administration). Each auxiliary program uses a different method approach such as ACN / PCN theory, elastic layer and finite element method. These methods state the starting point of the pavement planning policy which will cause a different thick determination. The preview phase of the auxiliary program is conducted to identify the data input needs of each assistance program. Data needs of aircraft movements originating from PT. Angkasa Pura I is processed to forecast the number and composition of aircraft operating in the year of pavement structure planning. Then the consistency of the results of the analysis of the COMFAA, FAARFIELD and LEDFAA aids program was carried out to produce a thick overlay with the existing flexible pavement conditions at Juanda Airport runway. From the results of the analysis that has been carried out, the output of the auxiliary program has a tendency to overlay thick conditions of flexible pavement existing in Juanda Airport runway, namely COMFAA at 87%, FAARFIELD at 86% and LEDFAA at 49%. The majority COMFAA assistance program produces overlay thickness under existing conditions while FAARFIELD and LEDFAA majority produce overlay thicknesses over existing conditions.
