Abstract

Pasar merupakan salah satu sarana penggerak dinamika kehidupan ekonomi yang dapat dijadikan sebagai tolak ukur dalam peningkatn ekonomi suatu daerah. Pasar tradisional di perkotaan wajib dipertahankan sebagai sebuah karakter dan kebutuhan. Sejalannya perkembangan perkotaan mengakibatkan adanya perubahan nilai lahan pasar. Nilai lahan pasar saat ini rendah jika dibandingkan saat awal pembangunannya, sehingga diharapkan produktivitas lahan pasar dapat sesuai nilai lahannya. Pasar yang berada di kawasan perkotaan dapat diarahkan untuk dikembangkan sebagai kawasan properti komersial. Untuk mengembangkan menjadi kawasan properti komersial tersebut perlu adanya analisa terhadap penggunaan lahan yang paling memungkinkan dan diizinkan oleh peraturan, layak secara keuangan dan menghasilkan nilai properti tertinggi. Penelitian ini bertujuan untuk mengetahui penetapan usulan alternatif HBU (Highest and Best Use) pada lahan pasar tradisional dengan penggunaan ANP (Analytic Network Process). Penelitian ini diharapkan diperoleh pengambilan keputusan alternatif fungsi bangunan dengan menggunakan metode highest and best use (HBU) dan analytic network process (ANP). Metode pengumpulan data dilakukan untuk analisa beberapa alternatif properti yaitu dilakukan dengan cara pengumpulan data primer dan pengumpulan data sekunder. Analisa data dilakukan untuk mencari nilai lahan maksimum yang dihasilkan dari analisa ANP dengan analisa HBU yang meliputi aspek legal, aspek fisik, aspek finansial, dan produktivitas maksimum. Dari penelitian ini didapatkan hasil dari Dinas Perdagangan, Dinas Lingkungan Hidup, Dinas PU Cipta Karya, dan PD Pasar Surya dapat disimpulkan hasil keseluruhan responden didapatkan bahwa 3 dari 4 responden hasil alternatifnya berupa revitalisasi pasar, dan lainnya berupa mix use pasar dengan perkantoran. ======================================================================================= Market is one means of driving the dynamics of economic life that can serve as a benchmark in improving the economy of a region. Traditional markets in urban areas must be maintained as a character and necessity. As urban developments result in changes in market value of land. The current market value of the land is low compared to the initial construction, so it is expected that the productivity of the market land can match the value of the land. Markets located in urban areas can be directed to develop as commercial property areas. To develop into a commercial property area it is necessary to analyze the most feasible and permissible land use permits, financially feasible and generate the highest property values. This study aims to determine the determination of alternative proposals HBU (Highest and Best Use) on traditional market land with the use of ANP (Analytic Network Process). This research is expected to get decision of alternative building function by using combination of analytic network process (ANP) and highest and best use (HBU) based on financial concept in developing traditional market of urban area. Methods of data collection conducted for the analysis of several alternative properties that is done by collecting primary data and secondary data collection. Data analysis was conducted to find maximum land value resulting from ANP analysis with HBU analysis covering physical aspect, legal aspect, financial aspect, maximum productivity, and development cost. From the results of this study obtained results from the Department of Commerce, Department of Environmental, Department of Public Works, and PD Pasar Surya can be summarized the results of all respondents found that 3 of the 4 respondents are alternative results in the form of market revitalization, and others in the form of market mix use with office.
