Abstract

ITS (Insititut Teknologi Sepuluh Nopember Surabaya) saat ini telah resmi menjadi PTNBH (Perguruan Tinggi Negeri Badan Hukum). Peralihan status ini menuntut Kampus ITS untuk memiliki fasilitas non-akademik yang memadai sebagai penunjang berlangsungnya kegiatan akademik. Strategi untuk melaksanakan hal ini adalah dengan memanfaatkan lahan yang belum terpakai menjadi lahan yang mampu memberikan penghasilan di kawasan kampus.
Penelitian ini menggunakan prinsip pendekatan penilaian Highest and Best Use (HBU) untuk menghasilkan nilai tertinggi dari lahan area bisnis dengan alternatif fungsi bangunan yang akan ditentukan. Sedangkan metode yang digunakan adalah metode penilaian keuangan (appraisal) yang diperoleh dari pendekatan harga dari lingkungan sekitar.
Hasil analisa menunjukkan bahwa terdapat kemungkinan pemanfaatan pada lahan seluas 35.225.06 m2 yang termasuk Zona Pelayanan Umum dan direncanakan untuk bangunan Fasilitas Komersial dalam Masterplan ITS 2015. Fungsi yang direncanakan adalah fasilitas hotel convention yang disesuaikan untuk standar operasional bintang 3. Konsep pengelolaan serta investasi untuk fasilitas ini menggunakan sistem Corporate Real Estate (CRE). Perhitungan nilai aset terbaik menunjukkan skema 25% milik investor dan 75% peminjaman ke bank dengan masa konsesi selama 40 tahun sebelum seluruh lahan sekaligus bangunan dan fasilitasnya dikembalikan ke ITS. Strategi pemasaran (marketing) yang terintegrasi dengan 8944 kemungkin pelaksanaan acara di ITS dalam 52 minggu memungkinkan untuk memenuhi nilai okupansi minimal yang dibutuhkan untuk dapat memperoleh keuntungan.

ITS (Insititut Teknologi Sepuluh Nopember Surabaya) has officially become a Legal Entity State University (PTNBH). This status transition requires the ITS campus to have adequate non-academic facilities to support ongoing academic activities. The implementation follows a strategy of land optimization over currently under-utilized area in the campus.
This study uses the principle of the Highest and Best Use (HBU) valuation approach to produce the highest value from the business area with an alternative function of the building to be determined. Whereas the method used is a financial appraisal method which is obtained through pricing approach of the surrounding environment.
The results of the analysis show a possibility of utilizing an area of 21,135.45 m2 which is included in the General Service Zone, and planned for Commercial Facility buildings in the ITS 2015 Masterplan. The main function planned is for a convention hotel with a 3-star operational standard. The management and investment concept of the facility uses Corporate Real Estate (CRE) system.
The best calculation of asset value shows a financial scheme of 25% investor-owned and 75% bank lending with a concession period of 40 years before all the land and its buildings and facilities are returned to ITS. A marketing strategy integrated with the implementation of events in ITS for one year is predicted to fulfil the minimum occupancy rate needed to obtain profit. From the calculation results of this analysis it was found that the value of land productivity would increase 48 times.
