Abstract

Air bersih dan sanitasi merupakan sasaran Millenium
Development Goals (MDGs) yang ketujuh dan pada tahun 2015
diharapkan mencapai pengurangan setengah jumlah penduduk
tanpa akses air bersih yang layak minum dan sanitasi dasar.
Pada tahun 2030, melalui Sustainable Development Goals
(SDGs) dunia mencanangkan akses sanitasi yang layak secara
keseluruhan. Statistik menunjukkan masih banyak rumah tangga
yang belum memiliki jamban sehat. Warga mengalirkan grey
water dan black water langsung menuju sungai yang lokasinya
berada beberapa meter dari depan rumah. Salah satunya berada
di kawasan Kelurahan Ngagel Rejo, Kecamatan Wonokromo,
yang terletak di sepanjang Kali Sumo, Surabaya. Melalui program
Sanitasi Berbasis Masyarakat (SANIMAS), warga RT 11 RW 7
Kelurahan Ngagel Rejo akan mengelola teknologi Anaerobic
Baffled Reactor (ABR) sebagai Instalasi Pengolahan Air Limbah
(IPAL) komunal. Peletakan lokasi (IPAL) ditentukan melalui tiga
alternatif jaringan perpipaan dengan membandingkan kemudahan
akses jalan, aspek sosial dan finansial. Alternatif lokasi IPAL yang
dipilih yaitu di bekas balai RT. Estimasi biaya untuk
pembangunan IPAL dan SPAL sebesar Rp 345,000,000.
Sedangkan untuk kegiatan Operasi dan Pemeliharaan (O&P)
setiap KK perlu mengeluarkan biaya sebesar Rp 5,000 setiap
minggunya.

Water and sanitation are the 7th targets of Millenium
Development Goals (MDGs) and in the year 2015 to be expected
halving people without access of appropriate water and basic
sanitation. In 2030, through Sustainable Development Goals
(SDGs), the world has declared an appropriate access of
sanitation for all. Statistic shows that there are still many
households that have not had an appropriate toilet. They draw
black water and grey water off to the river located in front of
house. One of the study case is a community living in Kelurahan
Ngagel Rejo, Kecamatan Wonokromo, which is located along Kali
Sumo, Surabaya. Through a program called Community Based
Sanitation (SANIMAS), inhabitants will manage Anaerobic Baffled
Reactor (ABR) as communal Waste Water Treatment Plant
(IPAL). The location of the IPAL is specified by three alternatives
communal sewerage by comparing ease of road access, social
and financial aspect. The chosen alternative location of IPAL is an
used Balai RT. Estimated cost to build communal sewerage is
around Rp 345,000,000. Beside, every household should pays
operation and maintenance fee for about Rp 5,000 each week.
