Abstract

Manajemen risiko didefinisikan sebagai aktivitas terkoordinasi yang dilakukan untuk mengarahkan dan mengelola organisasi dalam rangka menangani risiko (AS/NZS ISO 31000:2018, 2018). Salah satu cara untuk memandang manajemen risiko secara utuh adalah mengintegrasikannya dengan performance management atau dikenal dengan risk based performance framework. Pada konsep risk based performance, perumusan strategi perusahaan diawal harus diiringi perumusan strategi manajemen risiko. Oleh karena itu, pada penilitian ini dipilih ITS sebagai objek amatan.
Saat ini ITS telah memiliki performance management yang belum terintegrasi dengan manajemen risiko terpadu. Penelitian ini bertujuan untuk mengembangkan framework risk based performance dengan menggunakan pendekatan SOAR (Strategy Objective at Risk) methodology. Berdasarkan hasil identifikasi dengan mem-breakdown setiap rumus KPI, dan melihat hasil evaluasi diperoleh sebanyak 79 risiko dan 29 key risk indicator dimana 1 KPI memiliki 1 KRI yang didapatkan dari hasil uji korelasi risiko yang memiliki pengaruh terbesar terhadap pencapain KPI. Setelah itu diidentifikasi control untuk menangani risiko dengan jumlah 128 control dan untuk 29 KRI didapatkan 70 control metrics. Parameter untuk menilai risiko diadopsi dari parameter SPIP. Risiko yang diperoleh dikelompokkan ke dalam 4 aspek parameter yaitu finansial, kinerja, reputasi, dan penanganan oleh pemerintah yang kemudian dilakukan penilaian untuk menghasilkan nilai risiko yang akan digambarkan dalam peta risiko. Jenis risiko dibedakan menjadi 5 yakni extreme, high, moderate, low, dan very low risk. Tahap akhir dilakukan pembuatan risk scorecard dan dashboard risk profile untuk mempermudah monitoring risiko.

Risk management is defined as coordinated activities undertaken to direct and manage the organization in order to handle the risk (AS / NZS ISO 31000: 2018, 2018). One way to look at risk management as a whole is by integrating the company’s performance management, known as risk based performance framework. On risk-based performance concept, corporate strategy formulation must be done simultaneously with the formulation of risk management strategies, so that the company could identify several factors that were able to interfere the achievement of corporate goals. Besides, based on government regulation no. 60 of 2008 on Government Internal Control System (SPIP), government institution has to use risk management in their activities. Therefore, in this research ITS is selected as the object of this research.
Currently, ITS already has a performance management that has not been integrated with the integrated risk management system. This research aims to develop a risk-based performance framework by using an approach SOAR (Strategy Objective at Risk) methodology. As a result of this research, researcher will develop risk scorecard to monitor identified risk, and provide way for risk control. Based on the results by breaking down each of the KPI formulas, looking at the results were obtained 79 risks and 29 key risk indicators that were obtained from corelation analysis to identify the risk that has the biggest impact on KPI. There are 128 controls to response the risk and 70 control metrics from 29 KRIs. SPIP parameter was choosen to give value of risk.
The parameters obtained are grouped into four aspects of parameters: financial, performance, reputation, and government treatment which are then carried out on the impact and probability of each risk, and then calssified into 5 types of risk, which are extreme, high, moderate, low, and very low risk that can be drawn into risk map. The last step is making risk scorecard the dashboard of risk profile.
