Abstract

Berdasarkan data rencana usaha penyediaan tenaga listrik PLN, terdapat pertumbuhan kebutuhan energi listrik di Kalimantan Timur dan Utara sebesar 7% setiap tahunnya. Untuk memenuhi kebutuhan tersebut, perlu adanya rencana pengembangan kapasitas pembangkit listrik dengan mempertimbangkan potensi energi setempat. Berdasarkan data RUPTL, terdapat potensi energi primer yang sangat besar di Kalimantan Timur dan Utara, antara lain : batubara mencapai 25 milyar ton, tenaga air mencapai 6000 MW, gas alam mencapai 46 TSCF, cadangan minyak bumi sekitar 985 MMSTB, dan potensi energi biomassa. Agar energi primer tersebut dapat dimanfaatkan secara optimal dan ekonomis, maka perlu dibuat rencana pengembangan pembangkit jangka panjang. Dalam membuat perencanaan ini, akan merujuk pada total biaya penyediaan listrik termurah (least cost) dalam suatu kurun waktu periode perencanaan dan memenuhi nilai indeks keandalan LOLP berdasarkan standar PLN yaitu sebesar ≤ 0,274%. Dalam simulasi dan hasil analisa menggunakan software WASP IV, didapatkan hasil konfigurasi dengan total biaya termurah (least cost) sebesar 15,8 Milyar US$, dengan nilai indeks keandalan <0.274%. =============================================================================================== as well as population growth and economic growth are increase in east Kalimantan and north Kalimantan every year, the demand of electricity is expected to increase every year too. To meet these needs, a plan to develop capacity of power plants is needed by considering local potential energy. based on electricity supply business plan (RUPTL) data , there are some huge potential of primary energy in east kalimantan and north kalimantan, including: coal reaching 25 billion tons, hydropower reaching 6000 MW, natural gas reaching 46 TSCF, petroleum reserves around 985 MMSTB, and biomass potential energy. in order to these primary energy can be utilized optimally and economically, it is necessary to make a plan for developing a long-term generator. In making this plan, it will refer to the total cost of providing the cheapest electricity (least cost) in a period of the planning period and fulfill the LOLP reliability index value based on PLN standars which is equal to ≤ 0.274%. In the simulation and the results of the analysis using WASP IV software, the configuration results obtained with the lowest total cost (least cost) of 15.8 billion US$, with a reliability index value of ≤ 0.274%.
