Abstract

Kepemimpinan dapat memberikan andil besar terhadap keberhasilan pengembangan dan penerapan e-government. E-Leadership adalah kepemimpinan dalam menginisasi, mengawal dan memastikan kesuksesan TI dalam mendukung pencapaian tujuan pemerintah daerah/organisasi. Hubungan antara E-Leadership dan e-Government telah secara eksplisit disampaikan di Instruksi Presiden No. 3 tahun 2003 yang menjelaskan keberhasilan penerapan E-government dipengaruhi oleh salah satu aspek yaitu e-leadership. Perubahan pola kerja dan budaya birokrat dan birokrasi ini mau tidak mau membutuhkan E-Leadership yang kuat.
Berbagai peraturan pemerintah terkait sistem pemerintahan berbasis elektronik (SPBE) dan trend kebijakan Smart City di Indonesia yang telah ada, mendorong semua pemerintah daerah bekerja keras meoptimalkan pemanfaatan TIK di berbagai aspek operasional dan layanan pemerintah. Banyak inisiasi dan praktek-praktek baik pimpinan daerah di bidang TIK bermunculan dan terbukti sukses memajukan daerah. Namun pengalaman dan praktek-praktek baik tak ternilai tersebut belum terdokumentasi dan diteliti. Penelitian ini ingin menjawab kebutuhan dan peluang ini: mempublikasi faktor-faktor, pengalaman, dan praktek terbaik pengukuran E-Leadership pemimpin daerah di Indonesia.
Penelitian ini menggunakan metode kualitatif berdasarkan studi kasus. Sehingga dihasilkan faktor e-leadership yang berkaitan dengan indikator pengukuran e-leadership dalam e-government terdapat 16 faktor : 1)Visi, 2)Perencanaan TI dan implementasi prinsip, proses, dan infrastruktur TI, 3) Struktur organisasi dan Aktivitas TI,4) Pengaruh ke lingkungan sosial, 5) Fokus pada Tujuan, 6) Motivasi, 7) Komitmen, 8) Kepercayaan, 9) Kemampuan,10) Koordinasi & Kerja-sama Tim, 11) Empati, 12) Kreativitas, 13)Disiplin,14) Manajemen TI,15) Pengambilan Risiko terkait TI, 16) Interaksi dan Komunikasi terkait TI.
Pedoman pengukuran E-Leadership menggunakan instrument kuesioner dengan 70 pertanyaan sesuai hasil wawancara dan kajian teori faktor e-leadershp yang telah dilakukan serta sudah dilakukan validasi kepada narasumber sekaligus pakar. Pertanyaan sesuai 16 indikator yang telah dikaji sebelumnya. Setiap jawaban menggunakan skala likert 1 sampai 5 untuk pengukuran. Kalkulasi total jawaban kemudikan diklasifikasi ada tiga kategori yaitu Top E-Leadership, Middle E-Leadership dan Low E-Leadership. Implementasi pengukuran E-Leadership telah dilakukan pada Kepala darah Kabupaten Bojonegoro total skor rerata 73,82 termasuk dalam Top E-Leadership, bupati Kabupaten Trenggalek total skor rerata 58,32 termasuk middle E-Leadership dan Walikota Madiun total skor rerata 52,30 termasuk juga middle E-Leadership. Selanjutnya model pengukuran ini sebagai salah satu solusi pengukuran E-Leadership di E-Government Indonesia.

Leadership can contribute greatly to the success of the development and implementation of e-government. E-Leadership is leadership in informing, guarding and ensuring the success of IT in supporting the achievement of the objectives of the local government / organization. The relationship between E-Leadership and e-Government has been explicitly stated in Presidential Instruction No. 3 of 2003 which explained the success of the implementation of E-government influenced by one aspect, namely e-leadership. This change in work patterns and the culture of bureaucrats and bureaucracy inevitably requires strong E-Leadership.
Various government regulations regarding the electronic-based government system (SPBE) and the existing Smart City policy trend in Indonesia have encouraged all local governments to work hard to optimize the use of ICT in various aspects of operational and government services. Many good initiations and practices of regional leaders in the field of ICT have emerged and have proven successful in advancing the region. But these priceless experiences and good practices have not been documented and studied. This study wants to answer these needs and opportunities: publishing factors, experiences, and best practices for measuring local leaders' E-Leadership in Indonesia.
This study uses qualitative methods based on case studies. So that the e-leadership factor that is related to the measurement indicators of e-leadership in e-government is produced 16 factors: 1) Vision, 2) IT planning and implementation of IT principles, processes, and infrastructure, 3) Organizational structure and IT Activities, 4) Influence to the social environment, 5) Focus on Goals, 6) Motivation, 7) Commitment, 8) Trust, 9) Ability, 10) Coordination & Teamwork, 11) Empathy, 12) Creativity, 13) Discipline, 14) IT Management, 15) IT-related Risk Taking, 16) IT-related Interaction and Communication.
Guidelines for measuring E-Leadership using a questionnaire instrument with 70 questions according to the results of interviews and a study of the theory of e-leadershp factors that have been carried out and validation has been done to the resource persons as well as experts. Questions according to 16 indicators that have been reviewed previously. Each answer uses a Likert scale of 1 to 5 for measurement. The calculation of total answers is classified into three categories: Top E-Leadership, Middle E-Leadership and Low E-Leadership. The implementation of E-Leadership measurements was carried out on the Head of the Bojonegoro Regency with a total score of 73.82 including the Top E-Leadership, the regent of Trenggalek regency with a total score of 58.32 including the middle E-Leadership and Mayor of Madiun. middle E-Leadership. Furthermore, this measurement model is one of the measurement solutions for E-Leadership in E-Government Indonesia.
