Abstract

Budaya keselamatan memegang peranan sangat penting dalam membentuk perilaku pekerja pada pekerjaan pengoperasian dan pemeliharaan PLTU Batubara. Dengan demikian usaha untuk mengurangi kecelakan kerja pada pengoperasian dan pemeliharaan harus dimulai dengan membentuk budaya keselamatan kerja yang baik. Namun, studi mengenai budaya keselamatan kerja serta pengaruh antar dimensi budaya keselamatan kerja masih sangat jarang pada pengoperasian dan pemeliharaan PLTU Batubara. Penelitian ini ditujukan untuk mengetahui secara empiris pengaruh dimensi budaya keselamatan kerja pada strategi penurunan risiko kecelakaan kerja. Untuk mencapai tujuan ini, pertama diusulkan suatu model yang terdiri dari delapan faktor atau dimensi budaya keselamatan kerja yaitu commitment, leadership, responsibility, competence, engagement dan involvement, information and communication, risk dan organizational learning. Model ini kemudian diuji dengan metode Structural Equation Modeling (SEM). Data diperoleh dengan cara menyebarkan kuesioner kepada pekerja di PLTU A dan PLTU B dengan menggunakan metode stratified sampling dan pengukuran menggunakan model kematangan budaya keselamatan. Dua ratus empat puluh enam set kuesioner berhasil dikumpulkan dan digunakan untuk menganalisa model yang diusulkan. Hasil analisis model persamaan struktural menunjukkan hanya empat faktor atau dimensi budaya keselamatan kerja yang memberikan pengaruh secara signifikan pada penurunan risiko kecelakaan kerja yaitu leadership, engagement dan involvement, responsibility, information dan communication. Makalah ini menyimpulkan bahwa: (i) Leadership merupakan penggerak utama dari budaya keselamatan kerja, dan (ii) Organizational Learning merupakan dimensi yang penting dalam memahami potensi risiko kecelakaan kerja pada pekerjaan pengoperasian dan pemeliharaan PLTU Batubara. Kata Kunci: Budaya keselamatan, tingkat kematangan budaya keselamatan, Pengoperasian dan Pemeliharaan PLTU Batubara, SEM. =============================================================================================== The safety culture plays a very important role in shaping the behavior of workers in the operation and maintenance work of the coal-fired power plant. Thus efforts to reduce work accidents in operation and maintenance must begin by establishing a good work safety culture. However, the study of the culture of workplace safety and the influence between dimensions of the culture of workplace safety is still very rare in the operation and maintenance of the coal-fired power plant. This research is aimed at knowing empirically the influence of the dimensions of occupational safety culture on strategies to reduce the risk of accidents. To achieve this goal, first proposed a model consisting of eight factors or dimensions of occupational safety culture namely Commitment, Leadership, Responsibility, Competence, Engagement and Involvement, Information and Communication, Risk and Organizational Learning. This model is then tested by The Structural Equation Modeling (SEM) method. Data was obtained by distributing questionnaires to workers at PLTU A and PLTU B using stratified sampling and measurement methods using a safety culture maturity model. Two hundred and forty-six questionnaire sets were collected and used to analyze the proposed model. The results of the analysis of structural equation models show only four factors or dimensions of workplace safety culture that have a significant influence, namely Leadership, Engagement and Involvement, Responsibility, Information and Communication. This paper concludes that: (i) Leadership is the main driver of a safety culture, and (ii) Organizational Learning is an important dimension in understanding the potential risk of workplace accidents in the operation and maintenance work of the coal-fired power plant.
