Abstract

Desa Tanjung Jati, Kecamatan Kamal Bangkalan adalah lokasi tempat kegiatan scrapping kapal tua terpusat. Kegiatan dilokasi tersebut menghidupi sebagian besar masyarakat sekitar dari hasil penjualannya. Disisi lain, kegiatan tersebut terindikasi mencemari lingkungan. Penelitian ini mengevaluasi kegiatan scrapping kapal tua yang terindikasi mencemari lingkungan. Evaluasi dilakukan menggunakan aturan-aturan pengelolaan wilayah pesisir. Tujuan dari evaluasi ini untuk menguji tingkat kesesuaian kegiatan scrapping kapal dengan aturan-aturan pengelolaan pesisir. Dari Responsive Evaluation terdapat 22 kriteria tidak diterapkan, 10 kriteria diterapkan sebagian dan 3 kriteria diterapkan seluruhnya. Tingkat kesesuaian antara kinerja dan harapan aturan adalah 68%. Dari analisis Importance Peformance Analysis didapatkan kriteria hasil evaluasi yang menjadi prioritas utama seperti pengembangan sarana prasarana, ketersediaan air bersih, fasilitas kesehatan dan keselamatan kerja, pembaharuan peralatan, pusat pembuangan dan pengelolaan limbah serta dukungan pemerintah pada unit industri scrapping kapal. Untuk memenuhi kriteria tersebut, penulis mengusulkan penataan ulang galangan scrapping kapal. Penataan ulang galangan meliputi pengaturan enam zona kegiatan scrapping, ruang lingkup kerja masing-masing area, penambahan teknologi serta penataan lingkungan dan pekerja.

Tanjung Jati Village, Kamal Subdistrict in Bangkalan is the location where the old ship is scrapping centrally. Activities in these locations support a living cost for the community from sale it. On the other hand, these activities indicated polluting the environment. This study evaluates the scrapping activities of old vessels which are indicated to pollute the environment. Evaluation is carried out using coastal area management regulation. The purpose of this evaluation is to test the level of suitability of scrapping activities of ships with coastal management regulation. Based on Responsive Evaluation there are 22 criteria not applied, 10 criteria are applied partially and 3 criteria are applied entirely. The level of conformity between performance and rule expectations is 68%. Based on Importance Peformance Analysis analysis, the evaluation criteria are the top priorities such as the development of infrastructure, the availability of clean water, occupational health and safety facilities, equipment upgrades, waste disposal and management centers, government support for the ship scrapping industry. To meet these criteria, the authors propose rearranging the ship's scrapping shipyard. Rearrangement of the shipyard includes setting up six zones of scrapping activities, the scope of work of each area, adding technology and structuring the environment and workers
