Abstract

Kondisi perairan Waduk Sutami tercemar akibat bahan organik, dan tingkat pencemaran yaitu sedang hingga parah. Bahan organik yang masuk ke perairan akan terdekomposisi dan menyebabkan penurunan oksigen terlarut (DO). Peningkatan unsur hara dalam perairan yang berasal dari bahan organik dapat menyebabakan algae bloom. Sehingga tujuan dari penelitian ini yaitu membuat strategi pengendalian kualitas air waduk dengan pendekatan sistem dinamis.
Aspek teknis dari penelitian ini yaitu mensimulasikan model dinamika DO dengan parameter pencemaran BOD, COD, Ammonia, dan Phosphate menggunakan software Vensim PLE. Aspek lingkungan yang dibahas yaitu sumber pencemar dari permukiman, pertanian, dan keramba jaring apung (KJA), dan selanjutnya menjadi faktor dalam simulasi skenario pada model. Strategi dibuat berdasarkan simulasi skenario pada model dan analisa kelembagaan dengan metode Interpretative Structural Modelling (ISM).
Model sistem dinamis perubahan kualitas air Waduk Sutami dapat disimulasikan berdasarkan sub model sumber pencemar dan sub model kualitas air. Sub model sumber pencemar yaitu sub model permukiman, pertanian, dan perikanan KJA, sedangkan sub model kualitas air yaitu sub model DO, BOD, COD, ammonia, dan fosfat. Strategi pengendalian kualitas air Waduk Sutami antara lain pemasangan double net pada KJA, pembatasan total luas lahan KJA di waduk maksimal 15 ha, pembangunan instalasi pengolahan air limbah (IPAL) komunal di permukiman, serta berkoordinasi aktif dengan Dinas Lingkungan Hidup, Dinas Perikanan, BBWS Brantas, dan Kelompok petani ikan KJA.

The condition of Sutami Reservoir was polluted by organic matter, and the pollution level was moderate to severe. Organic matter in the water will be decomposed and will cause the depletion of dissolved oxygen (DO). Increased nutrients in the water that come from organic matter can cause the algae bloom. The purpose of this study was to make strategies for controlling the reservoir water quality with system dynamics approach.
The technical aspect of this study was to simulate DO dynamics models with BOD, COD, Ammonia, and Phosphate pollution parameters using Vensim PLE software. The environmental aspects discussed were pollutant sources from settlements, agriculture, and floating net cages, and then became factors in scenario simulations on the model. The strategies were based on scenarios simulation on the model and institutional analysis using the Interpretative Structural Modeling (ISM) method.
The dynamic system model in water quality of Sutami Reservoir could be simulated from sub-models of pollutant sources and sub-models of water quality. Sub-models of pollutant source were settlements, agriculture, and floating net cages sub-models, while sub-models of water quality were DO, BOD, COD, ammonia and phosphate sub-models. Strategies for water quality control of Sutami Reservoir were the installation of double net at floating net cages, limitation of total floating net cages land area in a maximum of 15 ha, construction of communal wastewater treatment plants (WWTPs) in settlements, and coordinating with the Environmental Office, Fishery Office, BBWS Brantas, and fish farmer groups actively.
