Abstract

Rumah Susun Sewa Gunung Anyar Kota Surabaya selesai dibangun pada tahun 2015. Berdasarkan hasil survei lapangan dan wawancara dengan pengurus, Rumah Susun Sewa Gunung Anyar telah banyak mengalami permasalahan pada sistem penyediaan air minum, penyaluran air limbah, instalasi pengolahan air limbah, dan pengelolaan sampah. Berdasarkan Undang-Undang RI No. 20 Tahun 2011, sebuah rumah susun harus memiliki kelengkapan prasarana yang memenuhi standar tertentu untuk kebutuhan tempat tinggal yang layak, sehat, aman, dan nyaman meliputi jaringan jalan, sanitasi, air bersih, dan tempat sampah. Metode penelitian yang dilakukan pada Rumah Susun Sewa Gunung Anyar menggunakan metode survey dan evaluasi. Pada aspek teknis mengkaji mengenai kebutuhan air, jam puncak pemakaian air, kapasitas tangki dasar dan kapasitas tangki atap, jenis pipa terpasang, kondisi instalasi pengolahan air limbah, kondisi pengelolaan sampah, jumlah unit plambing. Pada aspek partisipasi masyarakat dibahas mengenai faktor kesediaan penghuni untuk melakukan pemilahan sampah, data kepuasan penduduk terhadap sarana dan prasarana. Data tersebut digunakan sebagai dasar kajian lalu dibandingkan dengan kondisi eksisting pada Rumah Susun Sewa Gunung Anyar. Acuan untuk kajian tersebut menggunakan standar yang berlaku yakni SNI dan standar-standar lainnya. Hasil kajian sistem penyediaan air bersih tangki atap tidak memenuhi kebutuhan puncak sehingga perlu ditambahkan 1 pompa dengan spesifikasi yang sama dengan pompa eksisting dan perlu dilakukan pembersihan alat saniter yang sesuai dengan SNI 03-6481-2000. Hasil kajian penyaluran air limbah pipa black water sudah sesuai dengan perhitungan, sedangkan pipa grey water diameter perhitungan dan eksisting tidak sesuai, pada eksisting pipa berukuran 4 inch sedangkan sesuai perhitungan hanya membutuhkan 2,5 inch sehingga tidak sesuai dengan SNI 03-7065-2005. Hasil kajian instalasi pengolahan air limbah perlu perencanaan ulang dengan menggunakan unit anaerobic baffle reactor dan aerobic biofilter dengan efisiensi penyisihan total BOD, COD, TSS berturut-turut adalah 94,45%, 96,07%, dan 98,95%. Air hasil olahan kemudian ditampung pada unit bak penampung, kemudian di pompa menuju drainase. Hasil kajian pengelolaan sampah didapatkan waktu pengangkutan tiap 3 hari sekali dan didapatkan data sampah yang dapat di reduksi sebesar 85,56%, serta antusias penghuni untuk melakukan 3R sebesar 79% penghuni yang setuju apabila pada Rumah Susun Sewa Gunung Anyar diadakan sistem 3R. ================================================================================================ The Gunung Anyar Rental Flats in Surabaya City was completed in 2015. Based on the results of field surveys and interviews with the management, the Gunung Anyar Rental Flats have experienced many problems in the water supply system, wastewater distribution, wastewater treatment plants, and solid waste management. Based on Republic of Indonesia's Law No. 20 of 2011, a flat must have complete infrastructure that meets certain standards for the needs of a decent, healthy, safe and comfortable shelter that includes road networks, sanitation, clean water, and garbage cans. The method of research conducted at Gunung Anyar Rental Flats uses survey and evaluation methods. On the technical aspects, it examines water requirements, peak hours of water usage, base tank capacity and roof tank capacity, the type of pipes installed, condition of wastewater treatment plants, condition of solid waste management, and the number of plumbing units. On the aspect of community participation, this study discussed the factor of the residents’ willingness to do waste sorting, population satisfaction data on facilities and infrastructure, and the percentage of residents that throws garbage into the toilet. The data is used as the basis of the study which is then compared with the existing conditions in the Gunung Anyar Rental Flats. The reference for this study is to use currently applied standards, namely SNI and other standards. The results of the assessment of the tangki atap clean water supply system does not fulfill peak needs and require and addition of one pump with the same specifications as the existing pump and needs to be installed according to SNI 03-6481-2000. The results of the study of the black water pipeline wastewater distribution are in accordance with the calculations, while the calculation and existing gray water diameter pipes are not suitable. The existing pipe is up to 4 inches while according to calculations it only requires 2.5 inches, thus it is not in accordance with SNI 03-7065-2005. The results of the study of wastewater treatment need to be redesigned using an anaerobic baffle reactor unit followed by an aerobic biofilter unit with a total removal efficiency of BOD, COD, TSS of 94.45%, 96.07% and 98.95% respectively. The processed water is then accommodated in a reservoir unit, then pump the water into the drainage. The results of the study of solid waste management showed that waste transportation was carried out every three days and that solid waste data could be reduced by 85.56%. Enthusiasm of the residents to conduct 3Rs was quite big, as 79% of residents agreed if 3R systems were held in the Gunung Anyar Rental Flats.
