Abstract

Lapangan Delta adalah salah satu lapangan minyak dan gas bumi yang dikembangkan oleh PT. Alpha. Pemerintah melihat adanya potensi untuk mengembangkan lapangan Delta lebih lanjut dengan penambahan pengeboran sumur produksi. Pengembangan lapangan Delta tersebut dapat dilakukan dengan percepatan tanpa menunggu fasilitas produksi permanen selesai dibangun. Pada percepatan produksi ini dibutuhkan penambahan item fasilitas produksi secara modular. Namun dari sisi perusahaan, PT. Alpha melihat percepatan ini belum tentu menguntungkan secara teknis maupun keekonomian. Dengan cadangan minyak dan gas yang tetap, percepatan produksi bisa jadi menyebabkan produksi dari lapangan Delta tidak dapat mencapai akhir dari kontrak di tahun 2035 atau produksi di tahun-tahun terakhir terlalu rendah sehingga ada biaya yang tidak di-cost recovery. Selain itu, percepatan produksi menyebabkan adanya biaya tambahan.
Pada penelitian ini disimulasikan kondisi dilakukannya percepatan produksi dan produksi normal. Performansi finansial incremental kedua opsi tersebut dibandingkan, baik dari horizon perencanaan secara keseluruhan maupun difokuskan pada tahun-tahun terakhir dari masa Production Sharing Contract. Selain itu, analisa sensitivitas juga akan dilakukan pada opsi terpilih untuk melihat bagaimana berbagai parameter mempengaruhi performansi finansialnya.
Berdasarkan performansi finansialnya, baik percepatan produksi maupun produksi normal layak dilaksanakan. Namun ternyata hasil penelitian menunjukkan hasil yang bertentangan dengan ekspektasi Pemerintah maupun PT. Alpha.

Delta Field is one of the oil and gas fields developed by PT. Alpha. The government sees the potential to further develop the Delta field with the addition of production well drilling. The development of the Delta field can be done by acceleration without waiting for the permanent production facilities to be completed. In this production acceleration, it is necessary to add items to modular production facilities. But from the company side, PT. Alpha sees this acceleration is not necessarily profitable both technically and economically. With fixed oil and gas reserves, the acceleration of production may cause production from the Delta field doesn’t reach the end of the contract in 2035 or production in recent years is too low so there are costs that are not cost recovery. In addition, the acceleration of production causes additional costs.
In this study the conditions for accelerating production and normal production were simulated. The incremental financial performance of the two options is compared, both from the planning horizon as a whole and focused on the last years of the Production Sharing Contract period. In addition, sensitivity analysis will also be carried out on selected options to see how various parameters affect their financial performance.
Based on its financial performance, both the acceleration of production and normal production are feasible but it turns out the results of the study show results that are contrary to the expectations of the Government and PT. Alpha.
