Abstract

Transportasi laut di Indonesia belum menjadi prioritas penggunaan, pengembangan dan perbaikan, dimana, aktivitas untuk distribusi barang di jalur laut hanya dimanfaatkan sebesar 9%. Sedikitnya permintaan menyebabkan perusahaan pelayaran berpikir dua kali dalam menentukan penetapan jadwal pelayaran kapal pengangkut barang. Permasalahan tersebut menimbulkan terjadinya disparitas harga. Salah satu bentuk solusi dalam mengurangi disparitas harga yang terjadi di Indonesia, pada tahun 2015 pemerintah mulai menerapkan program Tol Laut. Program tersebut dirancang untuk membangun konektivitas transportasi laut yang efisien dan efektif dalam menjamin ketersediaan barang, serta menjamin kelangsungan pelayanan penyelenggaraan angkutan barang ke daerah tertinggal, terpencil, terluar, dan daerah perbatasan. Namun, hingga tahun 2018, program tersebut telah mengalami beberapa kali perubahan rute. Salah satunya, terjadi pada rute Tol Laut T2. Tantangan yang dihadapi dalam pelaksanaan Tol Laut saat ini adalah belum optimalnya muatan kapal, baik muatan berangkat maupun muatan kembali. Oleh karena itu, tugas akhir ini bertujuan untuk melakukan analisis terhadap pola operasi kapal yang paling optimal dan efektif terhadap program Tol Laut. Pola operasi yang dievaluasi adalah pola operasi saat ini (multiport) dengan pola operasi hub-spoke. Alternatif yang terpilih adalah pola operasi hub-spoke dengan pelabuhan Tanjung Batu sebagai hub. Biaya total yang dihasilkan selama satu tahun adalah sebesar Rp 23.710.327.398.

Marine transportation in Indonesia has not been a priority for use, development and repair, wherein, the activities for distributing goods on the sea lane are only utilized at ratio 9%. The lack of demand caused the shipping company to think twice in determining the shipping schedule for shipping vessels. These problems lead to price disparities. One form of solution in reducing price disparities that occurred in Indonesia, in 2015 the government began implementing the Sea Toll program. The program is designed to build efficient and effective marine transportation connectivity in ensuring the availability of goods, as well as ensuring continuity of services for the delivery of goods transport to undeveloped, remote, outermost, and border areas. However, until 2018, the program has undergone several route changes. One of them, occurs on the T2 Sea Toll route. The challenge faced in the implementation of the Sea Toll at this time is that the ship's cargo is not optimal, both departing and returning loads. Therefore, this final project aims to analyze the most optimal and effective vessel operation patterns for the Sea Toll program. The operating pattern which being evaluated is the current operating pattern (multiport) with the pattern of the spoke-hub operation. The chosen alternative is the pattern of hub-spoke operations with the port of Tanjung Batu as a hub. The total cost generated for one year is IDR 23,710,327,398.
