Abstract

Diperlukan suatu upaya untuk mengurangi beban pencemar yang masuk ke dalam Kali Surabaya khususnya pada segmen Karangpilang - Gunungsari. Untuk mendapatkan strategi pengendalian pencemaran yang tepat sasaran maka harus diketahui terlebih dahulu sumber pencemar yang berpengaruh besar dan signifikan.
Penelitian ini dilakukan untuk mengevaluasi besar pengaruh dan signifikansi dari faktor pencemaran air Kali Surabaya. Analisis faktor penyebab pencemaran kali surabaya ini menggunakan teknik SEM-PLS berbasis varians. Dalam penelitian ini terdapat 4 variabel laten dengan 2 variabel independen (eksogen) yang terdiri dari “Kondisi Hulu” dan “Peran Serta Masyarakat” dan 2 variabel dependen (endogen) yaitu “Kondisi Limbah Domestik” dan “Status Mutu Hilir”. Persamaan matematis model struktural yang diperoleh adalah “Status Mutu Air di Hilir = 0,477[Kondisi Air di Hulu] + 0,127[Peran Serta Masyarakat – 0,239[Kondisi Air Limbah Domestik]”. Peringkat faktor yang memiliki pengaruh terhadap pencemaran air Kali Surabaya dari yang paling besar adalah faktor Kondisi Hulu, Kondisi Limbah Domestik dan Peran Serta Masyarakat dengan persentase pengaruh masing-masing 28,19%; 10,08%; dan 7,95%.
Strategi yang dapat dilakukan dalam upaya pengelolaan kualitas air Kali Surabaya berdasarkan hasil analisis SEM antara lain membangun IPAL komunal, Melakukan sosialisasi mengenai pengelolaan dan pengendalian pencemaran air, mendorong upaya minimisasi limbah, membentuk kelompok swadaya masyarakat (KSM) dalam pengelolaan air limbah domestik, dan melaksanakan pengawasan terhadap seluruh sektor yang berpotensi menyumbang pencemaran

An effort to minimize pollution load which enter Kali Surabaya Karangpilang – Gunungsari segment is required. In order to obtain appropriate controlling strategy, the most significant pollution factor has to be discovered beforehand.
This study was conducted to evaluate the impact of all factors and their significancy on Kali Surabaya water pollution. Variance based PLS-SEM was utilized to analyze the pollution factors. There were 4 variables which divided into 2 independent variables and 2 dependent variables. The independent variables were “Upstream Water Quality” and “Community Participation” whereas The dependent variables were “Domestic Wastewater Quality” and “Downstream Water Quality”. The result was stated in mathematical equation where “Downstream Water Quality = 0,477[Upstream Water Quality] + 0,127[Community Participation] – 0,239[Domestic Wastewater Quality]”. The factor were ranked based on their impact in Kali Surabaya Pollution in which Upstream Water Quality, Domestic Wastewater Quality and Community Participation were as much as 28,19%; 10,08%; dan 7,95% respectively.
The numbers of strategy which could be applied based on SEM analysis were establishing Communal Wastewater Treatment Plant, Socialization of water pollution control, waste minimization promotion, establishing private community group in wastewater management, and monitoring on all sectors which potentially contribute in pollution
