Abstract

Pembangkit listrik di Kepulauan Kangean dengan kapasitas total 3,6 MW belum bisa
memenuhi kebutuhan listrik masyarakat. Diperlukan tambahan daya sebesar 14,77
MW agar kebutuhan daya sebesar 18,37 MW bisa terpenuhi. Pembangkit yang ada
sekarang pun sering mengalami pemadaman bergilir. Hal ini disebabkan adanya
kerusakan mesin atau terlambatnya pengiriman BBM dari Madura.Namun yang
paling sering menjadi penyebab terjadinya pemadaman adalah terlambatnya
pengiriman BBM dari Madura. Untuk mengatasi beberapa permasalahan tersebut
maka perlu dibangun pembangkit listrik berbahan bakar gas dan fasilitas
penunjangnya berupa sistem transportasi gas . Hal ini dirasa sangat cocok karena
Kangean merupakan daerah penghasil gas terbesar Se-Jawa Timur. Penelitian ini
membahas desain rantai pasok gas dari sumber gas (Pagerungan) menuju ke
pembangkit listrik yang ada di Kepulauan Kangean (Batu Guluk dan Sapeken),
membahas pemilihan jenis pembangkit listrik berbahan bakar gas yang paling efektif
untuk digunakan di Kangean, serta melakukan kajian keekonomian dari rencana
pembangunan terminal peneriamaan gas yang ada di Kepulauan Kangean. Metode
yang digunakan dalam penelitian ini adalah Metode AHP (Analytic Hierarchy
ix
Process) dan metode TOPSIS (Technique for Order of Preference by Similarity to
Ideal Solution) yang keduanya digunakan untuk memilih transportasi gas yang akan
digunakan. Dari penelitian yang telah dilakukan, terpilih Kapal CNG Barge sebagai
trasnportasi gas yang paling optimal. Sedangkan untuk jenis pembangkit, terpilih
PLTMG yang akan digunakan sebagai pembangkit listrik. Dari hasil analisa
kelayakan, dibutuhkan biaya sebesar Rp 160.763.906.413,00 untuk investasi CNG
Plant dan fasilitas pendukungnya. ========== A 3.6 MW power plant on Kangean Island is considered to be not enough to supply
the needs from people on it. In order to fulfill the needs of energy around of 18.37
MW on those site, it needs another power around 14.77 MW. Not just the power plant
on the site isn’t able to fulfill the needs, but it also shut down regularly due to the
engine failure or there are delay of fuel transfer from madura. However the main
problem of those shut down is because of those late supply from Madura. In order to
solve the problems on the power plant, it needs to built another gas power plant an its
supporting system and also the gas transportation system. The gas power plant is the
right solution for the Kangean Island because those island is one of the biggest gas
production site on East Java. These research will be explaining about supply chain
design from the gas source on Pagerungan toward to power plant on Kangean Island
(especially on Batu Guluk dan Sapeken), other than that, these research also shows
which type of gas power plant is the most effective for Kangean Island needs. And
finally these research also describe Economic Challenge for Gas Receiver Terminal
Plan. Method that uses for these research is AHP Method (Analytic Hierarchy
Process) and TOPSIS Method (Technique for Order of Preference by Similarity to
Ideal Solution) , those two method will be used for choosing which gas transportation
that will be used. From the research, CNG Barge is chosen as the most optimum gas
transportation system. For the type of the power plant, PLTMG is chosen as the most
suitable power plant on Kangean Island. Based on qualification analysis, it needs a fund around Rp 160.763.906.413,00 for CNG Plant investation and for building its supporting system.
