Abstract

Penyediaan infrastruktur merupakan salah satu aspek penting dalam perencanaan wilayah, salah satunya adalah infrastruktur air bersih. Namun, ternyata Pemerintah Daerah Kabupaten Bangkalan belum dapat memenuhi kebutuhan infrastruktur secara keseluruhan di wilayahnya, salah satunya infrastruktur air bersih. Desa Tambin merupakan salah satu desa yang mengalami krisis air bersih, padahal memiliki potensi hidrologi berupa air tanah dan sungai yang seharusnya dapat dimanfaatkan untuk memenuhi kebutuhan air bersih masyarakat sekitar. Program Pamsimas yang diharapkan dapat memperbaiki kondisi tersebut ternyata tidak berjalan optimal.
Dalam penyusunan strategi peningkatan partisipasi masyarakat dalam program penyediaan air berbasis masyarakat (Pamsimas) di Desa Tambin, peneliti menggunakan likert scale untuk menentukan kegiatan dalam program Pamsimas yang pelaksanaannya belum optimal dan analisis deskriptif untuk merumuskan permasalahan yang terjadi selama pelaksanaan program Pamsimas di Desa Tambin. Kedua tahapan analisis tersebut dilakukan berdasarkan persepsi stakeholder, yakni masyarakat, fasilitator Pamsimas, dan pemerintah. Dari hasil kedua analisis tersebut peneliti merumuskan matriks swot yang akan digunakan untuk menyusun strategi optimalisasi.
Hasil penelitian menunjukkan bahwa partisipasi masyarakat pada seluruh kegiatan dari program Pamsimas yang telah dilaksanakan ternyata tidak optimal. Terdapat beberapa permasalahan utama yang menyebabkan kondisi itu, yaitu: 1. Kurang optimalnya peran kepala desa, 2. Kurangnya pengetahuan warga terhadap program Pamsimas, 3. Kurangnya inisiatif masyarakat dalam pelaksanaan program, dan 4. Kurangnya komunikasi antar stakeholder terkait. Selain itu, terdapat pula potensi dari partisipasi masyarakat Desa Tambin terhadap program Pamsimas, yaitu: 1. Kepercayaan masyarakat yang besar kepada kepala desa, 2. Kekompakan masyarakat dalam forum-forum diskusi, dan 3. Adanya pengawasan dari pemerintah daerah. Strategi-strategi dalam penelitian ini disusun untuk menyelesaikan masalah dengan memanfaatkan potensi yang ada. Terdapat beberapa poin strategi utama untuk mengoptimalkan partisipasi masyarakat dalam program Pamsimas, yaitu: 1. Strategi peningkatan peran kepala desa dan perangkatnya, 2. Strategi peningkatan pemahaman masyarakat terhadap program Pamsimas, dan 3. Strategi untuk meningkatkan komunikasi antar stakeholder.

Provision of infrastructure is one of the most important aspects in
regional planning, one of which is clean water infrastructure. However, it
turns out that the Regional Government of Bangkalan Regency has not been
able to meet the overall infrastructure needs in its region, one of which is
clean water infrastructure. In 2017, There was 41 villages from 6 sub-
districts in Bangkalan Regency experienced a clean water crisis (BPBD
Bangkalan, 2017). Tambin Village is one of the villages that experienced a
clean water crisis. It has hydrological potential in the form of underground
water and rivers, but they’re not using to meet the clean water needs of the
surrounding community.
In a forming of strategy to optimize community participation in
community-based water supply programs (Pamsimas) in Tambin Village,
researchers used likert scales to determine activities in Pamsimas program
which implementation was not optimal and descriptive analysis to formulate
problems that occurred during the Pamsimas program in the Tambin
Village. Both stages of the analysis were carried out based on the
perceptions of stakeholders, community, Pamsimas facilitators, and the
government. The results of the two analyzes before were used by the
researchers to formulated a SWOT matrix that will be used to develop an
optimization strategy.
The results showed that community participation in all activities
from the Pamsimas program that had been implemented was not optimal.
There are several main problems that cause this condition: 1. Minimum role
of village chief, 2. Lack of community's knowledge of the Pamsimas
program, 3. Lack of community’s initiative in program implementation, and
4. Lack of communication between related stakeholders. In addition, there
is also the potential of Tambin Village community’s participation in the
Pamsimas program: 1. Large community’s trust in their chief, 2. Community’s cohesiveness in discussion forums, and 3. Monitoring from
the local government.
The strategies in this study are formed to solve problems by
utilizing existing potential to solve problems. There are several main
strategy points to optimize community participation in the Pamsimas
program: 1. Optimizing the role of village chief and his subordinate, 2.
Increasing community’s understanding of Pamsimas program, and 3.
Improving communication between stakeholders
